What causes 'Recovered Clips' bins to invade my project and how can I avoid or remove them?

I've been sharing sequences on a project.  Unfortunately, Premiere starts creating 'Recovered Clips' bins... thus duplicated media for our project and defeating any effort to keep our media organized.  When sharing sequences, it's impossible for all media to be under the exact same path (with drive letter) across numerous team members, so media must sometimes be located (even if the data tree is the same).  It seems that Premiere creates duplicates for this located media, even though they already exist in the project.  Can I merge these duplicates back into the versions that already exist?
I don't want to to have multiple copies of the same media in our project.

Hi again...
Found another 1: I had a title that was set at 1280x720 in a sequence of 1920x1080 (causing it to be blurry) so I opened it in the editor then created a "New Title based on current title" then changed the dim to 1920x1080 and saved it/exited out of the editor back to PP. Selected it then right clicked on the timeline title and selected "Replace With Clip" from Bin => Bin title being the newer correct dimensioned title. I had to do that 1 more time since the reference was in 2 sequences.
THEN!!! I deleted the older wrong version and RENAMED the newer one the SAME as the older one. SAVED project and now I have the RECOVERED CLIPS Bin... GRRRRR!
