If you have forgotten the iPad passcode and you cannot unlock the device, you have to restore the device within iTunes. You want to use the same computer that you always sync with so that you can restore your app data and settings. You can restore with any other computer, but you will lose everything on the iPad.

    ‘iPad is disabled’ fix without resetting using iTunes
    Today I met my match with an iPad that had a passcode entered too many times, resulting in it displaying the message ‘iPad is disabled – Connect to iTunes’. This was a student iPad and since they use Notability for most of their work there was a chance that her files were not all backed up to the cloud. I really wanted to just re-activate the iPad instead of totally resetting it back to our default image.
    I reached out to my PLN on Twitter and had some help from a few people through retweets and a couple of clarification tweets. I love that so many are willing to help out so quickly. Through this I also learned that I look like Lt. Riker from Star Trek (thanks @FillineMachine).
    Through some trial and error (and a little sheer luck), I was able to reactivate the iPad without loosing any data. Note, this will only work on the computer it last synced with. Here’s how:
    1. Configurator is useless in reactivating a locked iPad. You will only be able to completely reformat the iPad using Configurator. If that’s ok with you, go for it – otherwise don’t waste your time trying to figure it out.
    2. Open iTunes with the iPad disconnected.
    3. Connect the iPad to the computer and wait for it to show up in the devices section in iTunes.
    4. Click on the iPad name when it appears and you will be given the option to restore a backup or setup as a new iPad (since it is locked).
    5. Click ‘Setup as new iPad’ and then click restore.
    6. The iPad will start backing up before it does the full restore and sync. CANCEL THE BACKUP IMMEDIATELY. You do this by clicking the small x in the status window in iTunes.
    7. When the backup cancels, it immediately starts syncing – cancel this as well using the same small x in the iTunes status window.
    8. The first stage in the restore process unlocks the iPad, you are basically just canceling out the restore process as soon as it reactivates the iPad.
    If done correctly, you will experience no data loss and the result will be a reactivated iPad. I have now tried this with about 5 iPads that were locked identically by students and each time it worked like a charm.

    You may need to try this More than Once...  Be sure to Follow ALL the Steps...
    Take your time... Pay particular attention to Steps 3 and 4.
    Some users have reported as many as 8 or 9 attempts were necessary before success.
    After you have Recovered your Device...

    You will need to restore your device as New to remove a Restrictions passcode. Go through the normal process to restore your device, but when you see the options to restore as New or from a backup, be sure to choose New.
    You can restore from a backup if you have one from BEFORE you set the restrictions passcode.

    Thank you. I am out of town traveling and my daughter sent me a picture saying the got the before mentioned message. She told me she forgot her lock screen password, and that just boggled my mind considering she locks and unlocks that thing 1000 times daily. I automatically assumed she was trying to guess the password I put on the restrictions page.

    If you restore from iCloud backup the apps will be automatically downloaded. If you restore from iTunes backup the apps and music have to be in the iTunes library since synced media like apps and music are not included in the iPod backup that iTunes makes.

    What happened to the ipad photo viewer in lock screen? I updated to iOS 7.0 and nolonger have the slide show and music while in lock sreen. This was the most used feature of my iPad since I put it in a dock on my desk. Is there another way to do that.

    I use iPad 50% of the time  to play music and display photos for my customers!!!
    I also have seen many a business display picture slideshows to their incoming customers without granting access to the device!
    I realize many will save personal pictures to their iPads and thus they will not want easy acces to them, and they could block this feature in previous iOS.
    Please, please, please Apple, DO NOT generalize and figure we are all the same!
    Please reuturn this feature!

    I am wits end about this and have no clue what to do. I upgraded to 5.0 and lost everything except music. The other info must be saved in my backup but that was encrypted and had a password on it which I now forgot. Please help.

    I am having similar problems. I cannot understand why Apple would make a major upgrade, like this one, so poorly. All they had to do was explain that all information (as opposed to other upgardes) woudl be deleted and would have to be reloaded; to make sure you knew your password as after the new OS was loaded you might have a problem recuperating it; and to provide some safeguard for people who, for whatever reason, had mispalced there backup password. I have lost several years of sensitive data because last year my computer froze thanks to another Apple application that had bugs (Aperture) and I lost my key chain and many other bits of vital informaiton in the process. Again, I shoudl have known not to jump right in and wait for all the probelms to be resolved before tyring to upgrade. But this is an example of Apple NOT getting it right. For those of you that have not tried to upgrade ot the new OS do not for now do so or check that your backup is not encrypted and that you have access to it with a current password. If not you WILL NOT be able to reload keychains and other such info.
    A question: I have all my keychains still on a portable. Anyway to import these to my iPhone??
