You will need to try to restore your iDevice from the same computer that you most recently synced to.

Have you ever connected this iPad to your computer? Looked at the manual (it is bookmarked in Safari)?
1. Use the USB cable that came with your iPad, connect one end to the dock on the iPad, the other end to your computer.
2. When iTunes on your computer opens, click on the name of your iPad. It will appear on the very left hand frame under the heading DEVICES.
3. Move to the right and make sure the tab that says Summary is open. Look down on the page and you will have a selection for Restore. Click it.
4. When asked select Restore as a new iPad, not Restore from Backup.
5. Wait for the Restore to finish. Do not interrupt it before it is done or disconnect.

You will have to restore your phone as a NEW device, not using backup at all (unless the backup predates the implementation of the restriction password).

Restore, if iTunes will let you. Everything except the password will be restored. Connect via cable to the computer that you use for sync. Be forewarned that it takes a long time. Good thing I'm not a gambler (especialy in this town) I'd have lost some cash on that one.
Your mistake was selecting "Restore Backup". If you had selected "Restore iPhone" instead it would have made a current backup, restored iOS, restore the backup and removed the lock code.
