They are going to your Rescue email address, which is not the same as your Apple ID address. It is whatever you set it to be when you set up the account. You can contact Apple's Account Security Team as described here: http://support.apple.com/kb/HT5699

If you aren't receiving the email (and you've checked the spam folder on your rescue email account as well as the inbox, and tried clicking the reset link again), or you don't have a rescue email address on your account (you won't be able to add one until you can answer your questions), then you will need to contact iTunes Support / Apple in your country to get the questions reset.

Appleid, recovery email address and security questions were hacked.

My son's recovery email address and security questions were hacked. How can we get these changed so he can purchase more apps? Currently he is being asked to answer security questions that do no pertain to him (like what were you doing on such and such date - he wasn't even born yet). The usual cause for errors is that the security question responses are case sensitive. If case sensitivity is not an issue with your answers, see the last step in the attached section of the article below.
Navigate to My Apple ID using your web browser.
Click "Manage your account"
When prompted, sign in using your Apple ID and password.
Click Password & Security
You'll be asked to answer 2 of your 3 security questions before you can make any modifications. If you are unable to remember your answers, you can choose to send an email to your rescue email to reset your security questions.
Note: The option to send an email to reset your security questions and answers will not be available if a rescue email address is not provided. You will need to contact iTunes Store support in order to do so.

You will need to answer some questions to verify your identity, AND you will need access to a computer to generate a temporary support pin.

You won't be able to change your rescue email address until you can answer your questions, if you can't remember your answers and don't have access to that email account then you will need to contact Support in your country to get the questions reset.

How do i reset my security questions when the recovery email address is wrong?

My brother has managed to mess up his Apple ID. We have Apple ID and password but everytime a paid App is trying to download it asks for security questions which he has forgotten the answers to. The recovery email address he has entered is not correct to nay email account we have in the family and I haven't a clue what to do next?
