    Your i-device was not designed for unique storage of your media. It is not a backup device and media transfer was planned with you maintaining a master copy of your media on a computer which is itself properly backed up against loss. Syncing is one way, computer to device, updating the device content to the content on the computer, not updating or restoring content on a computer. The exception is iTunes Store purchases which can be transferred to a computer.

    So I've never asked a question before and and unsure why I have to re-ask it here but here goes.  I received an e-mail that my iCloud storage id full on my iPhone4. I see that I have every app backed up?  What does that do for me?  Why would I want to back up games, or SiriusXM, things like CNN, Skype apple store? And what happens if i don't back them up and lose my phone?

    If one day you need to restore from a backup due to stolen, replaced, or corrupted system on a device, apps not included in the backup will not have their data files restored. I don't turn on a lot of my apps since I don't care about any data they may store (e.g. CNN recent stories or game points).  But I suspect that these apps contribute very little to total backup space. It's the camera roll and apps like Goodreader that store a lot of PDF and other files locally that pad up a backup.

    As was already mentioned twice here, it will be returned to a "new" state with none of your past settings, data or music intact. If you are running iOS 7 (you don't state what iPad nor it's iOS version), and you had Activation Lock enabled on it and don't have the password, you will NOT be able to restore it, even as new.
    If you are running iOS 6 or below or iOS 7 with Activation Lock *disabled*, restoring the device as new will give you access to the device after this is done.

    Was it a retail store or the on-line store.   If it was the latter they should have a record of the receipt and be able to see if the receipt had been used (by you or someone else).  With a retail store it may be more difficult unless it was a big item or with previous history.

    If your insurance company provides a new phone, or pays for replacement, and you then find the phone you lost, you need to immediately call the insurance company. Legally the old phone belongs to them (since they paid for its replacement), but the policy may call for specific remedies in such circumstances. Only your insurance company can tell you how to proceed.

    You can redownload iTunes purchases.
    If you are using iCloud, that will have contacts, calendars, notes and bookmarks sync'd.
    You can backup the iPad to iCloud but it is not a complete backup.

    If you cannot, then the iPad is a dealbreaker for me.
    You mean not getting a complete, full restore without your computer is a dealbreaker for getting an iPad.

    By reset if you mean holding down on the sleep and home a buttons at the same time until the Aplle logo appears, that will just nothing at all and you will not lose anything whatsoever.
    It is very similar to rebooting your computer. It just resets the system. I reset as needed withou issue. It will not delete the waiting apps but it may restart the download of the apps and get them out of the waiting state - and it is worth a try.

Having retired  recently, my works email will soon be deactivated.  Does that mean I will be unable to update my apps?  I have tried to add my personal email to this account but unfortunately I have verified this in the past, but not used it.     The e-mail address used as an Apple id ,does not have to be an active email address ( all though it is clearly best )
    You can continue to use that address and change your  contact details from the inactive e-mail .

    iPhone won't connect to wifi.  iPad is connected.  Password working on iPad but not on phone.  Can't upload software update of IOS 7.1 because phone not connecting to wifi?

    Connect iPhone to computer and open iTunes.  You will be prompted to update to iOS 7.0.  Keep your phone connected until the update is finished.

    It probably depends on where you are seeing the PDFs.  I had not noticed a change with my iPad.
    In Mail, a PDF attachment can be read there, but it also can be "Opened In" some other Apps such as iBooks.  When opened in iBooks, it is saved to one of the bookshelves.  If you do not see it, press on Collections at the top of an iBooks bookshelf.  It may have been saved to a different bookshelf.
    In Safari, often you can press and hold on a link or document, and have additional options appear.
