What happens if I make a new iCloud account? My brother and I share and neither of us have enough space to back up our phones, and need to.

My brother and I share and iCloud account, and we have the basic 5.0GB of space. The backup space is full and neither of us can back up our phones but need to, so we can clear space on our phones. I want to make a new iCloud account for myself so that I have 5.0GB to myself, but will doing so mess up data on our phones? Such as contacts, apps, etc. Also, if it is safe to make a new account, how can I do so?

Just so you know, doing an iCloud backup is not going to free up any space on your device. It is only going to back up what is on your device in case you need it to restore your device. If you need to free up space on your device, go to Settings>General>Usage, and under the first Storage section, see what is taking up so much room on your phone.
Delete any unneeded apps, delete mail, text messages with videos and photos, remove photos from your Camera Roll if you have imported them to your computer, etc.
If you set up a separate iCloud account, then everything associated with the other iCloud account will no longer be there. Contacts can be preserved by "Keeping them on your Phone" when you delete the original iCloud account (it will ask you if you want to do that). Then, when you add the new iCloud account, you can "Merge" them with that account so you still have them.
Apps are associated with your iTunes account, and you can have a separate iCloud account from your iTunes account (see the section "Using one Apple ID for iCloud and a different Apple ID for Store Purchases":

    iCloud has a feature called "iCloud mail aliases" which allows users to create up to three so-called alias emails. Each of these is a completely separate email address which forwards email to you and lets you send email from it. Unfortunately, there's no way to have two separateaccounts in iCloud, but this may prove useful to you anyway.
    To set up a new alias, go to https://www.icloud.com/#mail and open Preferences, accessed via the gear icon in the top right. Under the Accounts tab, click "Add an alias…" and fill out the desired settings.

    Not photos, just data synced with iCloud shown in Settings>iCloud.  If you don't have sufficient storage to back up to iCloud, back up to your computer instead using iTunes (connect you phone to your computer, open iTunes, click on the name of your phone in iTunes, go to ths Summary tab of your iTunes sync settings and click Back Up Now).  Also transfer your purchases to your iTunes library (connect your phone to your computer, open iTunes and go to File>Devices>Transfer Purchases). If you have photo stream photos older than 30 days tha you wan to save, save these to your camera roll before backing up (tap Select, tap the photos, tap the share icon -- box with upward facing arrow, then tap Save to Camera Roll).
    When setting up your new phone, when given the option choose Restore from iTunes Backup and restore the backup you made earlier.

    I have downloaded every update and my battery life is better than any previous iPhone I have ever owned.     No, there is no way to put more content then there is capacity for on the device.  As wjosten mentioned, you might be able to edit that backup to remove things to reduce it in size where you could then restore it to the new device, but obviously, everything that you had on the old iPhone will never fit on the new one.
    No matter what you do, you are going to end up with less content on the new device then on the old one - there is no way around that fact other than returning the 32GB iPhone and getting a 64GB one.  A gigabyte of data is a gigabyte of data, regardless of device, and will require a gigabyte of storage again, regardless of device.

    Reset: Hold the Sleep/Wake and Home buttons until the screen goes dark and the Apple logo appears
    Then do some house cleaning in iCloud (or purchase more storage)
    Settings > iCloud > Storage & Backup > Manage Storage > Select a device if more that one > Show All Apps and turn off some apps that you don't need or care to be backed up.
    Also, connect to iTunes and empty your Camera Roll onto your computer. Photos & videos tend to eat up a lot of space.

    After you change the account settings as I described below hold your finger on any app until they all wriggle, then tap the "-" on each purchased with her Apple ID. Press the HOME button when done. Then go to the App Store and buy or download the apps you want.

    If your data is more than 5 gb then you will need to purchase more storage space.  Icloud will tell you how much space is needed.
