What if i don't receive the email about resetting the security question

I have verified that the email i use was the correct one. So when i request a change in security questions, i am supposed to receive the email from Apple, which is my own Apple ID account.
I had been requesting the security question reset email for numerous times and i had receive none.
Is there something wrong here? Am I the only one meeting such situation.

    If you established a rescue email address, there will be a link on the "Passwords & Security" page of id.apple.com.  Clicking the link will send the reset to your rescue email address (NOTE:  This is not the same address as your Apple ID email)
    If there is no link on the page, then you didn't establish a rescue email address.  Contact AppleCare at 800.694.7466, and ask for account security.  You will need to answer some questions to verify your identity, AND you will need access to a computer to generate a temporary support pin.

    Have you checked your spam/junk folder if you have one?. If the rescue email was not verified then you will not receive it and to send a verification email you need to answer the security questions. You need to contact AppleCare for assistrance:

    Either they got caught in a spam filter, or they're being sent to an address other than the one you're checking, or there's a problem on Apple's servers.     You cannot do that.  The AppleID you used to create the iCloud account is an active primary email address.  The email address you created with the iCloud account is also an active primary email address (all Apple domain email address automatically become AppleIDs as well).  You cannot replace the primary email address on one active AppleID with the primary email address on another, active AppleID.
    You can use your iCloud email/AppleID with iTunes, but it will be a separate account, so all your previous purchases remain tied to the other AppleID you have.
    I don't understand your statement that you could not remeber your old AppleID password, as you would have had to use it to create the iCloud account in the first place (the first step of creating the iCloud account required you to login with your existing AppleID and password)?

    You won't be able to change the rescue email address until you can answer 2 of your questions, you will need to contact iTunes Support / Apple to get the questions reset.

    Are you able to receive any mail at all? If not, make sure that all of your information for mail is accurate in settings again. if you still have nothing, go to your email through safari. (example: www.yahoo.com) If you do not see the emails here either, it is a problem with the password reset server not your mail app.
