What is Cookies folder "HSTS.plist"?

I am trying to permanently delete all cookies on Yosemite 10.10.3 and am wondering about the folder "HSTS.plist" under User/Library/Cookies. The folder and contents seem to contain several cookies that reappear after rebooting, despite being deleted.
I have the following questions, if anyone can help:
1. What Is the folder HSTS.plist?
2 Is the folder safe to delete?
3. How can I permanently delete it and ALL cookies?
Note that I have repeatedly tried to delete all cookies by selecting Safari/Preferences/Privacy - Remove All Website Data AND Clear History and Website Data. On my IOS 8 devices I have also selected Settings/Safari/Clear History and Website Data and Cookies/Always Block.
On Adobe Flash Player Settings Manager, I have also deselected Allow Third-Party Content To Store Data On Your Computer, maximized privacy settings for all options, and ensured that there are no Flash Player websites and/cookies showing on my computer.

On my system, HSTS.plist appears to contain a list of hosts that have requested secure connections under the HTTP Strict Transport Security protocol (see the WIkipedia entry for "HSTS", for example).  It does not contain any data related to my browsing.  I would guess that (a) it's safe to delete it, but (b) it will just get recreated or redownloaded the next time you use Safari.
In Terminal, you can use the "plutil" command to examine the contents of the file, e.g.
plutil -convert xml1 -o - HSTS.plist
will show a more-or-less readable version.

    1. com.apple.appstore.cookies
    2. Cookies.binarycookies
    Document type shows as 'OOPlistDocumentType'.
    Yes lots of website addresses and at least one known spam tel number. The top line of the text when opened by TexEdit is as follows:

    This is a bit of a worry ........

    AVG reports these sqlite cookies each time firefox starts. they usually belong to tribalfusion or some other tracker. How do I block them in the first place. I thought firefox is a safe browser. Did not have this problem until I upgraded to 3.6.

    You will need to reinstall:
    Reinstall OS X without erasing the drive
    Do the following:
    1. Repair the Hard Drive and Permissions
    Boot from your Snow Leopard Installer disc. After the installer loads select your language and click on the Continue button. When the menu bar appears select Disk Utility from the Utilities menu. After DU loads select your hard drive entry (mfgr.'s ID and drive size) from the the left side list.  In the DU status area you will see an entry for the S.M.A.R.T. status of the hard drive.  If it does not say "Verified" then the hard drive is failing or failed. (SMART status is not reported on external Firewire or USB drives.) If the drive is "Verified" then select your OS X volume from the list on the left (sub-entry below the drive entry,) click on the First Aid tab, then click on the Repair Disk button. If DU reports any errors that have been fixed, then re-run Repair Disk until no errors are reported. If no errors are reported click on the Repair Permissions button. Wait until the operation completes, then quit DU and return to the installer.
    If DU reports errors it cannot fix, then you will need Disk Warrior and/or Tech Tool Pro to repair the drive. If you don't have either of them or if neither of them can fix the drive, then you will need to reformat the drive and reinstall OS X.
    2. Reinstall Snow Leopard
    If the drive is OK then quit DU and return to the installer.  Proceed with reinstalling OS X.  Note that the Snow Leopard installer will not erase your drive or disturb your files.  After installing a fresh copy of OS X the installer will move your Home folder, third-party applications, support items, and network preferences into the newly installed system.
    Download and install the Combo Updater for the version you prefer from support.apple.com/downloads/.

    The cache stores data from websites so you can load pages faster but on occasion the cache gets full and needs to be emptied.

    I did download Ad Network Detector and opted out of JumpTap and AdMob.   Today I found more: MoPub and Millenial which I will opt out of.  I had previously opted out of Google Ads on the Cell phone but not on the net - so did that.  Allegedly it take time for the opt outs to reach the originators of these pop ups

    Basically, the first byte of MRUListEx listing in registry is the index of last accessed file in the file list in the sub key. If you open up your registry and navigate to the key, you will figure it out.

    Time Machine will back up connected external drives as long as they are not on the exclude list.
    Connect the drive with your iTunes library > System Preferences > Time Machine > Options > if the external drive with the iTunes library is listed, select it and click the minus sign then run the Time Machine backup

    The home folder is where all of your personal files are kept.
    Best candidates to delete are movies, videos, music and photos since they generally take the most space.
    Don't forget to empry the Trash after you delete the file because the space is not returned until the Trash is emptied.

    I have installed Weblogic server 10.3.3.0 some time ago and recently I have noticed that the ordpas folder located in user_projects/domains/base_domain/ has occupied about 39GB and contains a lot of files with names similar to ord1000005035290061389pas. What does this folder do? Is this an important folder or just a temp folder? What are the side effects if I empty this folder?

    But what makes a folder quarantined?

    It doesn't seem to make the folder behave differently, but I don't like inexplicable behaviour!
