What is itunes error:  "unable to load SyncUICoreLocalized.dll"

After iTunes update 11.1.4.62, why do I get the following error message after sync with iPhone 4s 32GB, and ios 7.0.4:
"unable to load SyncUICoreLocalized.dll"

If you are having an issue syncing with a missing .dll file, then you may need to remove iTunes and it is associated software and then reinstall it.
