What is "other" on my iPad storage

The yellow "other" is taking a lot of storage on my NEW iPad3.  What is it made of.
Also I think it may be related to the iPad refusing to sync.

It will contain things such as Safari's cache, emails (and their attachments), notes, contacts, and the content of third-party apps (if you have, for example, newspaper apps or third-party music and/or video apps then they could use a fair amount of 'other'). If you think that it's larger than it should be then you could try a soft-reset of the iPad (press and hold both the sleep and home buttons for about 10 to 15 seconds until the Apple logo appears), syncing (what happens when you try to sync ?), or restoring to your last backup.

    First of all, having "Other" occupy 1.5GB is completely normal.  You should be concerned if it grows a whole lot larger.

    No, the storage in your iCloud space is for syncing with other devices and back up, it is not for general storage.

    I have the exact same problem.
    Except my 'other' uses up 85MB leaving me with only 14MB free. I've looked around for answers but it seems no one knows.
    I also think its only OS6 that has this problem. I'm tempted just to change to OS5 so my phone runs better.

    The "other" can be corrupted data that keep accumulating, e.g., when you tried to update iOS or apps.
    This is best removed by restoring the iPod.
    Try to restore your iPad by syncing with iTunes and restoring from a backup.  Only, if the backup includes the large "other", restore as a new device.

    At the bottom of the Summary window for my iPad in iTunes is a bar graph showing how much memory space is occupied in the iPad. It shows Audio, Photos, Apps, Books, and "Other". "Other" is a yellow bar, and at 2.4GB it's about twice the size of all the others combined.
    After running "Restore" on the iPad, which upgraded its software to iOS 6, but *not* restoring my apps and data (so it's essentially like a new iPad), the bar graph shows "Other" as .29GB.
    After restoring selected apps, bar graph shows Apps .67GB, and "Other" .64GB.
    I can't figure out what "Other" refers to; what would be on the iPad in such quantity that isn't Audio, Photos, Apps, or Books? I haven't created any content.
    Anyone have a clue?
