Here is an article that has information on iCloud storage upgrades, which sounds like what you are receiving an email about:
iCloud: Storage upgrades and downgrades

Downgrade your iCloud storage plan
iOS 5 or later
Tap Settings > iCloud > Storage & Backup > Change Storage Plan.
Tap Downgrade Options, then select the storage plan you’d like to have when the next annual payment is due.
There are also instructions for downgrading on a Mac or PC in the article.

What is the point of Travel/Miles credit cards?

If your going to that, you might as well keep using for the 2% right up until the AF is about to kick in then merge them!

You've checked the purchase history on your account (Store > View My Account on your computer's iTunes) and nobody else has access to your account ? If you don't recognise the charges then contact iTunes support : http://www.apple.com/support/itunes/contact/ - click on Contact iTunes Store Support on the right-hand side of the page, then Purchases, Billing & Redemption

Look at you purchase history.
Open itunes, click on your name in the top right corner and go to your account and look.
BTW, there is no telephone support for itunes at all.

Are these college kids your kids, or have you allowed details of your credit card to be more freely available? I can't believe the latter ... but who knows.
Anyhow; surely the purchases you see are what has been charged to your account. Assuming you know which of these are yours, the balance has to be that made by the 'College kids'.
Or is there more to this than meets the eye?

It should be within a few days, but it might vary a bit by bank/provider :

Rajagopal.pngr :- It is only a holding charge, it is not a permanent charge. If it isn't refunded within a few days or so (and it quite possibly won't be over a weekend) then you can query the charge with Apple.
