What is this technique called and do you know how to create it?

I meet a person at an art show yesterday that took photos and used a technique to collage them together (see attached photos for examples). I thought the pictures turned out awesome and I would love to try it myself. Any idea what tools/technique she was using to create the pictures? Any help you can give is much appreciated.

Looks like she just took two pictures and combined them using copy/paste or other methods.
For one of the pictures she used a cloud picture, which she modified by distorting by smearing and other techniques.
Start playing with images, that is what photoshop is for.

You must have a counterfeit iPod since that latest model sold by Apple is the 5G.
Assuming y have a 5G with iOS 7, that means those songs are available for download via iCloud. To download just tap on the song/icon when an internet connection is availalbe.
Of yo do not want those to show, go to Settings>iTunes and App Store>SOW ALL and turn off Music.

I' m just curious about this gradation effect's name, and how to create it in Photoshop.

Chuck is on the right path. You can construct this with the Filter> Pixelate> Color Halftone..., but then you have to go further.
The pattern is made of two sections of the same halftone channel, one rotated 180 degrees and horizontally offset.
Basic outline:
1. create a linear gradient (you can work in color or black/white)
2. Filter> Pixelate> Color Halftone... use a large radius value for bigger circles, and set the channels to 0 or 90
3. after the filter has run, go to the Channels panel and find a transition in one of the channels that you like
4. Cmd/Ctrl click on the thumbnail of the channel to make a selection
5. go back to the Layer panel and turn off the background layer with the full haltone filter effert.
5. create a new layer, and fill it with a color (you want the dots to fill so invert the selection if needed)
6. create another layer and fill it with a second color
7. rotate the layer from step 6 180 degrees, and move it so the same size circles in the middle of you doc overlap. Now offset horizontally so the center point of circles lies halfway between the layer created in step 5.
8. now marquee a selction that goes approximately half of the doc and create masks for both layers.
9. Invert one fo the masks so that what you see is small dots of one color increasing to the center, and the second color decreasing back t the edge
10 create a third layer and fill it with one of the color and drag copy the mask from the dot pattern layer of the opposite color. Drag this layer in stack order to just above the background layer.
11. create a fourth layer filled with the opposite color of the step 11 layer. Drag this layer in stack order just below the layer you created in step 10.
12. Now (there's surely some math that makes this more accurate but I was just eyeballing it), move the top layer with the mask linked down so it is below the other offset centers by ~60-70 %. Unlink the mask and move it back so more of the dot is exposed and starts to show when it will intersect with the other layer.
13. Do the same mask movement with the second color dot layer so more of that layer's circle shows, until each dots tangents match up.

Do you know how to create an svg file?

I'm trying to create an svg file of a landscape photo that I took. I was able to use PE12 to create a turn my photo into black and white, where the buildings and such are black and the sky is white. At this point, I want to delete the sky portion of the photo and save the buildings portion (only) of the photo as an svg or a jpg file. I was able to save this as a jpg in PE12, but only with the white background in the file. I don't know how to save it separately. If I could save it separately, I would bring it into Elements and save it as a svg file. Am I going about this correctly? Any help would be appreciated. Thanks

Unless you changed the defaults, when you deleted the white sky you should see a checkerboard pattern (the default that denotes transparency).
Then when you save that as a png the transparency is preserved.
To turn the sky black press 'D' to set the default colours. Select the paint bucket and, for your image, tolerance to 100 and just click in the white sky.

Do you know how to create a "planner" blurb book from Lightroom?

Hello - Sorry struggling with this one.
I want to create a Blurb "Notebook and Diary" from Lightroom 5, however I think the only option in Lightroom 5 is to create a "Photobook" !
Is this correct as it seems a bit daft. As a work around I'm exporting pictures to iPhoto and connecting the Blurb BookSmart app to iPhoto library (this seems all wrong). I thought there should be a way to create a Blurb planner book directly from Lightroom.
Harumph ..... am I being stupid and missing something ?

Yes, just photobooks. However, Blurb used to a offer a BookSmart plugin for Lightroom, and there may have been one for Bookify. I couldn't find the info on their site, but ask Blurb what plug-ins they still have.
