That would indicate an issue with the local network, not internet. This can impact devices differently and will likely be more obvious on a streaming only device.
If you are on wifi try ethernet
Make sure DNS is set to auto (settings - general - network)
Go to istumbler, netstumbler or similar to get a report of the network, look for signal strength and noise.

What Kappy said, or maybe your Battery charging cable is faulty, or something's happened to the input slot.
I'd take it to Apple and have them troubleshoot it for you.

Since you're asking what it means:
That's the frequency range your processor is allowed to run at. I'm not sure about laptop-mode-utils but you (since I see "ondemand" as a the current governor) you can manually set it, depending on what you considered to be "working right" before (e.g. higher frequency, lower, etc). If laptop-mode-utils is controlling this, it might be using the "ondemand" governor to conserve power by setting it to a lower frequency if you're on battery instead of A/C, or something.
Anyway, to change it manually (you may want to review your laptop-mode-utils configuration files first, check the Arch Wiki or any manpage associated with it), you can issue:
cpufreq-set -c0 --min 800Mhz --max 2.40GHz
That will put the processor back in it's full range, but if it's being controlled by your daemon it should be fixed there first. I think you have 2 processors so you can issue the same command again but with -c1 to change the second processor to the same frequency (if it supports the same range, which it usually does).
Again, if laptop-mode-utils is controlling this, you may want to consult the config files and/or manpages/wiki first. I don't have it installed, but the above command will change the frequency manually if you want.

What is wrong with my iBook?

I have a G4 1.xx ghz iBook. It's about 14 months old, and it just stopped working a few days ago.
It no longer powers up. I can hear what sounds like the fan when I push the power button, but nothing happens. The display worked just fine right before this happened, but now the display doesn't even turn on when I click on the power. It doesn't even make the startup sound.
I have to click on shift control alt and power to shut it down. It once started up normally since this happened, but it turned itself off after about 10 minutes.
What is wrong with my iBook? I've been using Windows again in the past week or so at home, and I really hate it.
Please provide me some suggestions...

Reset all settings
Settings > General > Reset > Reset all Settings.
This will return all iDevice settings to factory defaults... you will not lose any data.... But you will have to re-enter all of the device settings.

Try turning off the Firewall in System Preferences > Security (or Security & Privacy) > Firewall

When you converted the original files via MPEG Streamclip, what did you convert them to?
Have you tried trashing your preferences in FCP? Trashing FCP prefs is usually the first step when FCP is performing strangely.

Try doing a hard reset by holding down the Home Button and the Sleep/Wake Button. This should either get the iPhone started back up or show you a battery icon. If you see the battery icon, go ahead and charge for about 20 minutes and it should be up and running.
If neither of the two happens; you may need a replacement iPhone.
