99.9% of the time, the cause of this issue is the fact the phone was jailbroken/hacked to unlock it for use on networks other than the network the phone was originally locked to. Apple maintains a database of officially unlocked iPhones, and when Apple's servers detect phones such as yours, activation stops & you get the message you got.
So, either get a sim card from the carrier your phone was originally locked to, or get it officially unlocked, if you want to activate it. Because it appears that it was not officially unlocked.

You are not using a valid SIM that came along with your phone. Please insert the sim card with which your iPhone was purchased. Your phone is locked to that particular SIM and will not recognise other sim cards. If you don't know which sim it was, you might want to take the iPhone to the place where you purchased it from.

Maybe you are trying to restore at an old version of iOS...
Try to re-install iTunes on your PC.
If it still doesn't work check some solution on the "support" section of the Apple web site, and then (if you didn't find anything) you can try to go to an Apple Store -

If you didn't back it up, your data is gone. There is no "solution" after the fact.

Somebody help!What happened when you connected your iPhone to your computer while running iTunes on your computer? You should be prompted through the restore process. If it doesn't work try getting your iPhone into Recovery Mode.

Then the SIM may have failed. Try removing and re-inserting it. If that doesn't fix it, you will have to get the SIM replaced by your carrier.

If you have a corporate Exchange account set up on the phone, the administrators can requre encrypted backups. Try the password for your Exchange account.

Look... I don't have my crystal ball handy. I don't know how or if you had your backup set up. You don't adequately describe what you're missing. Stating that "All I am left with is the content I had before I upgraded to iOS" doesn't tell me anything at all... When did you upgrade? Apparently, you had a backup from that time, and when you restored, you restored from that backup. If you had no other backups in between then and now, then anything since that time is gone. Permanently.

So I just tried to restore my iPhone 3Gs for like the umteenth billion time it gets all the way to end of the factory restore and restarts well at least its supposed to. But when it shuts down to restart it never turns back on and the only way to get it to turn back on is to hold down the home and power buttons at the same time the problem is that just puts it back into restore mode ant its just frozen there ive done this about six times and the apple care on the phone has expired. what can i do? ahas anyone ever had this problem? or can somebody please tell me how to fix it? im pretty sure im not doing anything wrong i followed the instruction like it was high school test im just not sure what to do!
Sounds like a hardware failure. Bring your phone to Apple for evaluation.

I would recommend performing the following steps in order to stabilize your iPhone.
Will not turn on, will not turn on unless connected to power, or unexpected power off
Verify that the Sleep/Wake button functions. If it does not function, inspect it for signs of damage. If the button is damaged or is not functioning when pressed, seek service.
Check if a Liquid Contact Indicator (LCI) is activated or there are signs of corrosion. Learn about LCIsand corrosion.
Connect the iPhone to the iPhone's USB power adapter and let it charge for at least ten minutes.
After at least 30 minutes, if:
The home screen appears: The iPhone should be working. Update to the latest version of iOS if necessary. Continue charging it until it is completely charged and you see the battery icon in the upper-right corner of the screen. Then unplug the phone from power. If it immediately turns off, seek service.
The low-battery image appears, even after the phone has charged for at least 20 minutes: See "iPhone displays the low-battery image and is unresponsive" symptom in this article.
Something other than the Home screen or Low Battery image appears, continue with this article for further troubleshooting steps.
If the iPhone did not turn on, reset it while connected to the iPhone USB power adapter.
If the display turns on, go to step 4.
If the display remains black, go to next step.
Connect the iPhone to a computer and open iTunes. If iTunes recognizes the iPhone and indicates that it is in recovery mode, attempt to restore the iPhone. If the iPhone doesn't appear in iTunes or if you have difficulties in restoring the iPhone, see this article for further assistance.
If restoring the iPhone resolved the issue, go to step 4. If restoring the iPhone did not solve the issue, seek service.
