You can try this.
Calibrate the home button
1. Open a stock iOS app, such as Contacts
2. Press & hold the sleep/wake button at the top of your device until the red slider control appears.
3. Immediately release the sleep/wake button and press & hold the home button. Hold until the red slider disappears.
As a a workaround, you can use Multitasking Gestures if you can't get the home button to work.

However, you might want to try restoring the iPad to see if that returns the functionality of the home button and/or take it to an Apple Store and let a Genius have a look at it.

I had the same problem and used contact cleaner (link to product on amazon in description of video). It is only about $5 and I'm sure you can get it at a local Home Depot if you don't want to wait for it from Amazon. It has worked so far for 2 months with no issues. In comparison, rubbing alcohol only worked for a few days before my home button began to stick again.

If you home button presses down but does not work then restore it back to it's factory settings and set up as new- it might be just a software issue.
If the home button is stuck or hard to press than it is a hardware issue that if in warranty you can get it replaced for free, if not they will replace for $149
or if you are eligible for an upgrade you can always do that.

Keep in mind that there's also the option not to have to use the home button. You can use the accessibility features to set up a place on your screen to tap on instead of the home button.
Just go to Settings -> General - > Accessibility -> AssistiveTouch.
Turn on AssistiveTouch and a white dot will appear on your screen. You can move it anywhere you want.
When you tap on it you'll see four options for commands, including Home.
This is just in case your warranty is expired or you don't want to get it serviced for any reason.

You can use the alternative called assistive touch to enable assistive touch go to settings>general>Accessibility>scroll down to the bottom of the page and enable assistive touch a white dot at the bottom right of your screen will appear press the white dot and you will see the home button

Has the home button worked in the past, or is this been something that hasn't worked for some time? The only way to reset the device is with the sleep/wake (power) and home buttons together. Without it, you would have to wait until the battery dies and then plug it in to try and reset it. The Home button is used for several user troubleshooting steps. Without it, you cannot perform a reset, put the device into recovery mode, or place it in DFU mode. You need to get the home button repaired.

Today it was raining and my iPhone4,which was in my pocket, got wet. And now the home button doesn't work. What should i do to fix it?

I would place the iPhone in a big bowl of white rice, rather than in a baggie. That's what my brother did with his iPod touch that got wet, and it fixed it. The iPod touch works perfectly fine now, and the bowl is better because while the rice soaks up any wetness or condensation, the openness of the bowl gives way for evaporation.
A good idea would also be to take out your SIM card, if at all possible. Put it back in when you're ready.

Has probado a calibrarlo por si acaso? Para hacerlo tienes que abrir una de las aplicaciones preinstaladas (Contactos es la que suelo usar yo). Una vez abierta, pulsa el botón de encendido del dispositivo hasta que aparezca el cuadro de dialogo de apagado. Luego pulsa el botón de inicio (el que no te funciona) hasta que salgas de la aplicación (el cuadro de dialogo de apagado también desaparecerá).
Si así no lo consigues te sugiero que te acerques a un Apple Store o a un servicio técnico autorizado.
