    You should by now be using Firefox 11. (You may well have updated since you posted this question).

    SOLUTION:
    Needed to update the Operating System that I was on - computer is only a 2008, but that means way outdated. They don't sell it in the Apple stores, you have to call to order it and it's less then $30 with delivery.

    Merely clicking the Preview icon in the Dock doesn't cause it to open anything, unless you had one or more windows open the last time it quit.
    If you're sure you've installed the latest version of Flash, take each of the following steps that you haven't already tried. After each step, relaunch Safari and test.
    1. If you're getting a "blocked plug-in" error, triple-click the line below to select it:
    /Library/Internet Plug-Ins Right-click or control-click the highlighted text and select
    Services ▹ Open
    from the contextual menu. A folder should open. If there is more than one item in the folder with the words "Flash Player" (not "flashplayer") in the name, open the respective Info windows, check the version numbers, and delete all except the latest.     If you get a "missing plug-in" error, select

          Select "Downloads".
    2. System Preferences >  Flash Player > Advanced >  Delete  All
        Press the "Delete All" button.
        Install Adobe Flash Player.

    Apologies for the slightly pedantic answer, but in application terms, "closed" and "quit" are two different things. An application such as Safari can have several windows open, and each of them can be closed using the red button in the corner.
    However, even after all windows are closed, the application is still running until you specifically quit it. You can tell it's still running by the small light under its icon in the Dock. If you hold your cursor down on the icon for a few seconds, you should see a pop up menu with the "Quit" option - click that to quit it. Or, click the icon once (this may launch a new window), then either go to the Safari menu and click Quit, or click cmd-Q, to completely quit the app.

    Thank you for confirming the drivers are up to date.  I apologize for the confusion in terminology.  We refer to the installer downloaded from get.adobe.com/flashplayer as the online installer because it is simply an installer shim, less than 2MB that then downloads and installs Flash Player silently.  This requires users to be 'online' for the installation process to work.  What we refer to as the offline installers are the full installers (roughly 15 - 18 MB) that you download and then install Flash Player, which does not require an internet connection as nothing is downloaded silently in the background during installation.
    As I mentioned before, we have received these reports of the online installer displaying without text, however, we have not been able to reproduce, and therefore, the reason I asked you to try the offline installer, since we have not received these reports with the offline installer.
