When I buy an app on my iPad do I have to buy it again for my iPhone?

I bought an app on my iPad. I got a message on my iPhone that I bought the app on another device but auto sync was not turned on. I urged it on but the app has not appeared on the phone and when I go to the app store it seems like it is going to charge me again.

No you should not have to pay for it again. Automatic downloads do not work after you have downloaded the app. You have to turn it on and then download the app. If you leave it turned on now in the settings, from now on, whatever you download on the one device will download to the other device.
Go to the app store on the phone and tap the Purchased tab. Look for the app in there and download it again. There is no charge as long as you use the same ID that you bought it with.

Some apps are universal (the single app is optimized for both iPad and iPhone) and some apps have separate versions for each device, with a separate price for each. Whether or not they sync to each other has nothing to do with it.

No, you should be able to do File > Transfer Purchases to copy any purchases from the iPad to your computer's iTunes - and if for some reason that doesn't work you should be able to re-download it for free (as long as it remains available in the store and you use the same iTunes account) : re-downloading

If you have iWork 09, then the latest version should be available for free in the Mac App Store. If you have the new version on your iPad, then you'll need the new version on your Mac as well. The whole point of the latest version is that you can access and edit your files equally on iPad/iPhone, Mac, and also through the iCloud website.

I have the exact same problem with some apps.
Even when I try some websites in Safari and Chrome that require loading big chunks of data they crash.
Today it crashed in two new places. In the notification center and when I opened newstand app I no longer was able to return to the main window and the dock disappeared.
I have my ipad retina for about three months now but latelly this issue has became more frequent. What should I do?
Should I update to the latest firmware and do what raymond73 said?
Is there a fix for this issue?
Has Apple said anything about this? Because I see that this issue is happening to a lot of people.
Is it possible to downgrade to iOS 6?

After confirming with same info that is already there it tells me to contact support, no help up to this point.

Installing the OS X Lion Update 10.7.3 (Client Combo) will reinstall the App Store for you.
Restart your Mac after the combo is installed then try purchasing Aperture.

You can download it via iTunes on your computer or from your iPad. Just search for the App on your iPad in the App store, and it won't have a price, it will say "Install."
From your iTunes you just drag it back to your iPad.
