If I modify the seetings for retrieval - Push etc it fixes the PC problem until I check my email on my phone again when it once again holds the email account open. Is there a setting where it will check for mail and then stop the connection?

I know AT&T, Verizon, and Sprint will give you the steps to unlock it as long as the original contract it was bought under has been completed. eBay/Craigslist is really not the best place to try to get "unlocked phones" from, if it turns out the phone isn't unlocked then I'm really sorry you got stuck with that one and as stevejobsfan said above I would report them immediately and see if you can recover your money. Outlook is an email client, not an email account. If your email account is a POP account
Go to Settings>Mail, contacts, calendars>Your email account>Advanced>Delete from server>Never.
If your email account is IMAP, you can't prevent that. IMAP accounts sync across devices.

Check your spam folder to be sure it isn't there. If not, try going to https://appleid.apple.com/cgi-bin/WebObjects/MyAppleId.woa/ and Manage your account. There should be a link there to resend the verification email.

If you went through the wizard to set up your email, it's probably set to POP, then.
I found this article with instructions, and it doesn't make any mention of IMAP.
What this means is that messages you send from your Mac (using Mail on your Mac or iPhone), will not show up when you check your email on the web.
You will probably also notice that messages you read on your Mac (again, using Mail) won't show up as read when you check your email using Safari or another web browser.

I added an hotmail account and when I check my emails, when I click on "modify", i can select the email but i can't delete it: there no other button on the top except "cancel". I suppose a button delete has to be installed no? There is something to do?

Close out of the mail app, double tap the home button and completely close out of the app.
Then do a reset, no data loss. Hold down the home/sleep button together until you see the apple logo and then release, then wait for the phone to boot back up.

Not all of the users in our environment have this issue. If the users having this issue, install a secondary email account, Gmail, Hotmail, etc, then they can send through those accounts. Why would the exchange account not be seen to send photos?

Sounds like it worked until the policies associated with the account that are creating the problem were fully pushed down.
Try setting up a new (test) Exhange account and see if it behaves the same way on the phone (after removing the problem account from the phone, of course).

The steps are pretty much the same as the gmail account used in the instructions, you may also be able to refresh the email folder list on the mac

Not sure why it's not syncing in reverse.
On your Mac open System Preferences > iCloud
Deselect the boxes next to Calendars and Contacts, then restart your Mac.
On the iPhone, tap Settings > iCloud
Switch Calendars and Contacts off then back on then reset your devices.
Hold the On/Off Sleep/Wake button and the Home button down at the same time for at least ten seconds, until the Apple logo appears.

If you have a POP3 account this means that another "client" email program has retrieved the messages and deleted the messages from the server. You need to change the server settings on that device to leave the messages on the server.
If you have an IMAP or MS Exchange account this means that someone read the messages on another device and either deleted them or moved them to another folder. Or there is an automated script that moved them to another folder.

That's the way IMAP and Exchange accounts work. They synchronize the message store completely between the server and all clients.
If you don't really want to delete it, then don't delete it. File it into a folder instead.

Looking also for an app that allows me to merge email and send them out to each recipient individually. Apparently that's not possible yet. Here's what the guys at RedbitsApps told me about Group Email capabilities:
"The current version of the app relies on the device operating system to send the emails. For this reason, sending individual email instead of a single email to multiple recipients is not possible. Apple doesn't allow apps to send single emails to many recipients easily. We may use a custom sending software in a future version."
Let's keep looking guys...
