When I click on the Itunes store from my computer a notice comes up saying my store stopped working?

Please help when ever I click on the store from my computer a notice comes up saying it stopped working the completly shuts itunes right down. And also my ipod touch 5th generation wont sync as well.

I have been having the same trouble since Windows 8.1 updated a week ago.  I found a reply to a Windows 7 problem that temporarily works but you need to repeat it every time you open iTunes.  It's the only solution I've found so far that works.

    sounds encrypted if you dont know that password you cant restore.  have an icloud backup?

    I just discovered a fix from a couple of years ago on Apple Support:
    In may case the network was already at the top of the preferred networks list.
    Based of of a hint over at MacOSXhints.com, here's how I fixed this problem:
    1. In the Network references pane, delete the Airport connection that does not like to reconnect.
    2. Click Apply and Quit the System Prefs app.
    3. Put the computer to sleep.
    4. Wake the computer.
    5. Go back in to the Network pref pane and re-add the Airport connection. Do not try to connect to the network at this time.
    6. Click Apply and Quit the System Prefs app.
    7. Use the Airport menubar app to connect to your network.
    8. Verify connectivity
    9. Put the computer to sleep.
    10. Wake the computer.
    11. Verify connectivity
    In may case the network was already at the top of the preferred networks list.

    When in the itunes program I can be moving around in my library and itunes
    when choosing a song or songs, choosing file, edit, etc,. whatever command I
    choose it just suddenly stops.  I can issue five commands and watch each one
    respond in 30 second to two minute intervals.  I can issue several commands,
    even shutting down, and it will do all but takes several minutes to do so.
    My itunes program was working fine when this problem suddenly arose.

    Click here and follow the instructions. You may need to completely remove and reinstall iTunes and all related components, or run the process multiple times; this won't normally affect its library, but that should be backed up anyway.

    Let's try a repair install of iTunes first.
    Restart the PC. If you're using Vista or 7, now head into your Uninstall a program control panel, select "iTunes" and then click "Repair". If you're using XP, head into your Add or Remove Programs control panel, select "iTunes", click "Change" and then click "Repair".
    Can you launch your iTunes now?

    Try the following steps, check whether things are working after each step where appropriate, before trying the next.
    Restart the Apple TV (Settings > General > Restart).
    Restart the Apple TV by removing ALL the cables for 30 seconds.
    Restart your router.
    Reset the Apple TV (Settings > General > Reset > Reset all settings)
    Restore the Apple TV (Settings > General > Reset > Restore)

    Delete the shortcut and make a new one. The 'real' application will probably be fine if you launch it from the Start/Programs menu.

    You cannot.
    When you sync to a new library, it will erase the current content.
    Use your backup copy of the old computer to copy everything to the new one.

    Something must be auto-starting itunes, then. For instance MSN messenger, it can have a plug-in to show what's playing in itunes and that could be starting itunes. There are other programs that can do it too - I don't know what's on your PC.
    Since this is happening in more than one account, I think you are going to have to go through the pain of using MSCONFIG to troubleshoot this issue.
