When I mute even the sound shutter is there? How can i make this mute ? It's iPhone 5s gold

i buy this phone from Dubai & it's iphone5s gold ,. My problem is I can't make mute when I take pictures even when I put mute mode .. Does anyone knows any solution regarding about this ? I use instagram so every time when I take pictures I don't like to hear that sound ..

The mute switch should be muting the shutter sound.  If it is not, there are some countries where it is prohibited to mute a shutter and on those devices there is nothing that the user can do.
