The prices on the US store don't include the local sales tax that Apple must add on in the final steps of the sale. You need to put more than just $15 credit in the account to buy a $15 app/game.

p.s. sorry for bad englishIf you are not in the US with a US billing address and payment method then you can't buy items from the US store - you need to be in a country to use its store.
Does your credit card work with your own country's store ? For it have a chance of being accepted the credit card then needs to be registered to exactly the same name and address (including format and spacing etc) that you have on your iTunes account, and to have been issued by a bank in the country where you and your iTunes account are.
What's the actual error message that you are getting ? -
l have a credit of 25 dollars in my account. But when I tried to purchase an in app purchase of 24.99 dollars, insufficient remaining store credit was mentioned?

Insufficient Remaining Store Credit when buying a Game
I have $5.23 left on my account from various gift cards that I received for Christmas. I tried to download a game with it ($4.99) but every time I try I get an "Insufficient Remaining Store Credit" error. It tells me I have to sign in and view my billing information (I don't have a credit card number listed in it)
Windows XPI have the same problem. I'm beginning to think Apple will not allow us to buy games with gift cards. Can anyone shed light on this issue?

This popped up for about the last 50 times i tried to purchase Inglourious Basterds! It says in the top right hand corner of iTunes that I have $15.00 remaining as store credit, so i dont understand why i wouldnt be able to purchase the $14.99 movie (unless there's tax or something, but i dont think so?)
And when I DO edit my billing info to enter my debit card info, it either says i put in an "incorrect security code" or it'll go back to the movie page, but when i click "buy movie", the same thing happens again with the whole "insufficient remaining store credit" deal.
I'm getting aggravated, anyone else having these problems?so i dont understand why i wouldnt be able to purchase the $14.99 movie (unless there's tax or something, but i dont think so?)

It sounds like you are unable to send emails, as they go straight to the outbox, but you can get the emails without issue. I recommend using the Connection Doctor to help you troubleshoot what is happening with the following article:

I'm having trouble purchasing in-app items on my iPhone 5S. I get a popup saying I have insufficient store credit but I literally just redeemed a $50 gift card and I'm trying to purchase an item for $49.99 (my store credit is $50.46). I do not have a credit card linked to my account and I never have so it isn't a credit card problem. Any suggestions and/or solutions? Thanks.
