When i plug my iPad to an AC wall not charging

There is no change in the battery icon( The lightning sign) or even the no charging message appears.
I'd reset the iPad,turning off , and nothing.
It is a hardware issue right?

You could have faulty cable, a bad power adapter, you could try another wall socket or your battery could be dead. Have you tried other cables or another power adapter?

    Before you reinstall the Apple software, also remove iCloud vi Control Panel Remove programs. The reinstall the Apple programs

    Did you create these notes in the iPad notes App ... I assume?
    This support article will explain how you can restore from a backup - which is what you have to do in order to have any chance of recovering your note.

    But you have to remember, that you will lose any of the notes that you have taken since the date of the last backup. If you synced your iPad last week, then you will lose a whole week of current notes - or whatever notes you have created since your last backup. When you restore from a backup - you restore everything in that backup onto the iPad - that was on the iPad on the time and date of the backup.
    If you backup every day, then all of your notes should be recoverable from the backup - except for any notes that you took since you last backed up. There is no foolproof way to recover everything once you start taking more notes or creating new documents or whatever that you do in an app unless you are syncing those notes with iCloud and backing up all of the time or unless the app is set to sync with iCloud as you work on the files - like in Pages, Numbers or Keynote - Apple's iWorks apps.
    If you decide to restore from an iTunes backup you should turn off at sync before you try restoring because iTunes will want to backup your iPad right away when you plug it in and you will lose your old or last backup.

    Is it normal for someone to have general diffuculty charging an ipad?  I see the "not charging" message even when I am using the charger and cord that came in the original box, plugged into a wall socket directly.  It is normal for me to plug it in overnight and to see no charge whatsoever the next day.  I have never had so much trouble using a friggin charger in my life.  It just seems to be exceedingly finicky.  What am I missing?

    Charging your iPad should not be problematic. It should be an easy thing to do using the charger provided with your iPad connected to a known good wall outlet.
    The charging problem you are experiencing is most like caused by:
    1. A faulty charger
    2. A faulty cable
    3. A bad wall outlet
    4. A problem in the iPad.
    The first three of these are easiest to eliminate. Try a for ends charger and cable. Make absolutely sure your outlet is good. Try other outlets.
    If the charger, cable and outlet a proven to be good then the problem lies in the iPad.
    Make an appointment at an Apple Store to have your device examined by a technician. Or contact Apple Support.

    Have you tried closing the iBooks app completely and seeing if it works ok when you re-open it ? From the home screen (i.e.not with the iBooks app 'open' on-screen) double-click the home button to bring up the taskbar, then press and hold any of the apps on the taskbar for a couple of seconds or so until they start shaking, then press the '-' in the top left of the iBooks app to close it, and touch any part of the screen above the taskbar so as to stop the shaking and close the taskbar.
    If that doesn't work then you could try a reset : press and hold both the sleep and home buttons for about 10 to 15 seconds (ignore the red slider), after which the Apple logo should appear - you won't lose any content, it's the iPad equivalent of a reboot.
    If neither of the above work then you could also try deleting the app and re-installing it - as long as the books are still in the store and you use the same iTunes account as you originally used then you can re-download them for free : http://support.apple.com/kb/HT2519

    Then it doesn't seem like its the cable then does it.
    If the iPad isn't being recognized in iTunes, you can start with something very simple. Quit iTunes, reboot your iPad, restart your Mac and then try again.
    Reboot the iPad by holding down on the sleep and home buttons at the same time for about 10-15 seconds until the Apple Logo appears - ignore the red slider - let go of the buttons.
    If it still isn't being seen by iTunes, look for help here.

    They recommend you use the wall charger, not the computer and the cable, as many computer USB ports, are not 2.0 USB ports, and therefore are not powerful enough to charge the iPad.  See the article entitled "Charging the iPad Battery"
