When I purchase and app or update it, it comes up with 'There is a billing problem with a previous purchase. Please enter another payment method'?
So when I go to update my apps and/or purchase them, a pop up comes up saying 'There is a billing problem with a previous purchase. Tap continue and sign in to view billing information.' So I press continue and sign in, then it goes to my 'Payment Method' page. In red writing below, it says 'There is a billing problem with a previous purchase. Please enter another payment method.' Because I used a MasterCard for my last purchase, it won't let me change it. I redeemed my account from an Itunes gift card to $20 but I cannot use it as it doesn't give me the option of using it. My only billing options are either a Visa Card, MasterCard or Amex Card. Please help me if possible!!!
same here. i was using a visa card ...now i can't because of this "error". my account is not empty, info is correct, don;t understand why this is happening. Two days ago it was working fine, then i wanted to update an app, and this stuff begins.

I get this sometimes with the card I've been using for years. I'm not sure what happens but usually, all I have to do is go into iTunes and edit my card info. Instead of changing anything, I just save the changes even though I didn't make any and then iTunes will then automatically resubmit the over due charges.
This same thing also happens with SiriusXM account and at least once ir twice a year, I get a past due notice in the mail. Frustrating even though there is nothing wrong with my card. -

Also when I apply the safety copy it only imports the app the phones have had in common, so none of the apps that only the iPhone 4 had doesn't come in, only the ones I and the iPhone 4 has had in common. So you say the only way I can use the Apple ID to download on the old iPhone 4 is if I delete the apps that are in the phone and then download them again? How will that change the ID to download/update from. Won't it still have mine to update/download from?

I had this same problem. Even though I updated and even changed CC's in my iTunes account and there was no balance on my account....THERE WAS A BALANCE on my daughter's account that through the family network was tied to mine as the family manager. Even though all the accounts are paid by my card, I can't see or clear balances on other family members.
My daughter had to go into her account and enter (or have me enter) the 3 digit security code from the current (updated) cc to clear her balance and cease this darned error.
Now we can updated, download, and so on. What a pain.
In short if you are getting this error, especially if you CC information recently changed (expiration, number, sec code)... make sure none of your connected family members made any purchases between the time the CC info changed and you updated the iTunes account. If they did...THEY MUST CLEAR THEIR BALANCE to clear the error message.

I tried downloading a free app and it asked for my billing information and when I entered it, it said that there was a billing problem with a previous purchase and I have to update it. I keep updating it and it wont let me verify it and I cant get any apps even if they are free, and I just Deleted some apps to make room for my new upate!
The message says: "The payment method has been denied, try another method"
I'm living in the same country and city since I was born, so I don't think the location is the problem.

I just recently purchased 3 songs from itunes not knowing that I had no money on my debit card (visa) left. My iphone wont let me update my apps and says that there was a billing problem with my last purchase. I dont know what I am supposed to do! I dont understand why it worked in the first place when it wasn't supposed to!
There seems to be a billing problem with the iTS. I've been trying to make purchases today (Dec 9th) too and it reports either the iTS can not process payments or it says my card was declined. I even changed the payment method to Paypal (which is never declined) and still no go.
I don't think it is "you" but a problem at Apple. Some popular new apps were released recently like Logic Pro and perhaps they're getting bombarded as they did when Lion was released.

Is there any sort of error message on the payment details screen on your account ? If not then if you enter your card's security code does that trigger an error message ?
