When I reopen Firefox my Bookmarks Toolbar is missing

I am running Firefox 4 (I was running the beta 12 version, but I'm assuming it upgraded automatically) on Windows XP SP3.
I use Norton Utilities 14.5.0.120. I use the "Clean your Disks" option, which, among other things, deletes the cache, history, address bar and cookies from my browsers. After I do this and then open Firefox, my window size is reset and my Bookmarks Toolbar is missing. The Bookmarks are all still saved, but I have to recheck the Bookmarks Toolbar option under Toolbars, under View.
I have been using Norton Utilities for about a year now and this never happened before, when I was using earlier versions of Firefox.
I will attach the Troubleshooting info from this session (screen size is correct and Bookmarks Toolbar is in place) and then I will run Norton Utilities "Clean Your Disks" and attempt to post the troubleshooting info from the changed Firefox (probably as a comment).

    In IE, when I click on a Bookmarks Toolbar link, it opens that link in the tab in which I am currently working. In Firefox, however, it always opens a new tab. I would prefer having Firefox behave such that it only opens a new tab when I specifically instruct it to do so, or when a URL links to a page that would ordinarily open a new window (in which case I prefer it open a new tab instead -- and I found where =that= setting is but has no effect on my particular problem).
    Note: I may have asked this before but I have either lost the information, or made the change once in my system and forgot about it. I'm setting up a newly-purchased laptop after my "old faithful" gave up the ghost after four long and satisfying years of service. I shall miss it greatly.

    Firefox normal behavior is to open bookmarks in the current tab. You may be having a problem with some Firefox add-on that is hindering your Firefox's normal behavior. Have you tried disabling all add-ons (just to check), to see if Firefox goes back to normal?
    Whenever you have a problem with Firefox, whatever it is, you should make sure it's not coming from one of your installed add-ons, be it an extension, a theme or a plugin. To do that easily and cleanly, run Firefox in [http://support.mozilla.com/en-US/kb/Safe+Mode safe mode] and select ''Disable all add-ons''. If the problem disappears, you know it's from an add-on. Disable them all in normal mode, and enable them one at a time until you find the source of the problem. See [http://support.mozilla.com/en-US/kb/Troubleshooting+extensions+and+themes this article] for information about troubleshooting extensions and theme. You can troubleshoot plugins the same way.
    If you want support for one of your add-ons, you'll need to contact its author.

    in the older version of firefox, you were prompted when you were closing multiple tabs. but you were also given the option of saving the current setup so that when you reopened firefox, this current setup would reopen also. how do i make this happen with firefox 4.0?since i updated to firefox 4.0, there is no obtion given to save my current setup.

    Both are fully recoverable as customized, but then disappear again upon restart.

    I deleted the localstore.rdf.
    But, I usually run Norton's Utilities 2012 "clean disk" upon closing down computer. The problem is something Norton is doing.
    Firefox is storing my configuration/profile related to showing the two toolbars in some fashion (perhaps as a temp file), that Norton is erasing it.
    Norton isn't deleting the customization/uniqueness of the toolbars.
    Just that they don't show upon restarting.
    There is probably a way for Firefox to store this "permanently".

    Privacy settings aren't working even though they're all appropriately checked off.
    I think Firefox is saving cookies??

    Let all cookies expire when you close Firefox.
    * Tools > Options > Privacy > Cookies: "Keep until": "I close Firefox"
    Make an Allow exception for the ones that you want to keep.
    * Tools > Options > Privacy > Cookies: "Exceptions"
    You can inspect and modify the permissions for the domain in the current tab in "Tools > Page Info > Permissions"
    Make sure that you do not use "Clear Recent History" to clear the "Cookies" and the "Site Preferences" (Site Preferences includes the cookie exceptions)

    The navigation and bookmark toolbars are missing. They are checked in toolbars menu, when I try to customize a toolbar and drag a item onto the toolbar, it disappears.     Create a new profile as a test to check if your current profile is causing the problems.

    There may be extensions and plugins installed by default in a new profile, so check that in "Tools > Add-ons > Extensions & Plugins"

    When I start up firefox, the original window displays my bookmark toolbar. But when I click a link where firefox opens a new window, not a new tab, the new window doesn't display my bookmark toolbar.     I had this problem after I installed an update for Java. Firefox also stopped remembering my open tabs from last time. I disabled all of the Java plug-ins, restarted, and it's worked great ever since. Haven't missed Java yet either.

    You can check the startup setting:
    *Firefox > Preferences > General > Startup: "When Firefox Starts": "Show my windows and tabs from last time"
    Make sure that you close the Firefox application while windows that you want to restore are still open.
    If you close open windows and leave the menu bar then you would have to restore open windows/tabs via the History menu or via the button on the about:home page.

    I'm sorry but I don't remember there normally being a "gear" or "sprocket" icon on the right end of the Bookmarks Toolbar. Mine generally has an overflow icon (>>) which shows more bookmarks in a drop-down list. Do you have that one?
    Do you have any bookmark-related add-ons that might have added the other icon? Perhaps it needs an update. You can check the status of your extensions and check for updates on the Add-ons page. Either:
    * Ctrl+Shift+a
    * "3-bar" menu button (or Tools menu) > Add-ons
    In the left column, click Extensions. Then:
    (1) Make sure any bookmark-related extensions are enabled. Disabled extensions cluster at the bottom of the list on a gray background.
    (2) Use the "gear" button above the list to Check for Updates.
    Any improvement?
