Reinstall iTunes. Make sure you follow the instructions in this support document to the letter. http://support.apple.com/kb/HT1923.
You may have some problems because Apple has not certified that everything works with Windows 8 yet.

Yes, we tried that, tried everything listed in the troubleshooting sections. Even checked pc with itunes. Took it to Applestore and they fixed it. I have no idea what they did but it's fixed and was free.

It is a known issue and un-conventional remedy.
It is Hardware failure. I would get the iPhone changed for a good one.

You can use the same appleid that you purchased the apps with on the phone for the App store. Settings> iTunes & App Store and continue to use the other id for everything else allowing you to have access to your previously purchased apps. You can then either sync or download the apps without paying for them again.
It can be quite handy having two appleids - it can be quite useful if you can manage them correctly. One id for the store and one for imessage is good for privacy if you have the same id in use on another device.

pbook are having issues in this area. try these steps.
maybe its time to consider doing a mass complaint. If doesnt work get a class action or tort lawyers.

next test the battery( i heard bad battery can affect brightness, the genius at apple store not all genius), next is video card, next is invertor(which you can find for about $50 and not the rip $1000 from apple on aftermarket sites or ebay)

The ringer works fine, and the music plays through the stereo system just fine. When I try to turn up the volume, the ringer shows on the screen, but it will not increase in volume. When I unplug the usb, everything works fine. I have tried different cords and different cars, all with the same result. This only happens in the car, when hooked up to the usb in the house or to the computer, everything works fine. When plugged into the car, the sound disappears. Any ideas?
