When i try and download a free APP its asking for my credit card information? what do i do?

You normally need to provide some sort of payment method (in part as proof of residence in the country) before you can get even the free apps. It is possible to set up a new iTunes Store account just for free apps, but you have to create a new Apple ID; you cannot use an existing one. If you want to do that, take a look here:

Read the steps carefully as the order in which you follow them is critical. Note again that you can do this only when creating a new Apple ID. You cannot use an existing ID.
You will of course not be able to get anything other than the free content without entering in some sort of payment method (credit card, prepaid iTunes card, gift certificate, etc.)

You can also create an iTune and App Store account without credit card details
1. Sign out of current Apple ID if you are sign-in to one (important)
2. Go to App Store and select a free app
3. Tap INSTALL APP
4. Create New Apple ID
5. Confirm Your Country
6. Agree with Terms and Conditions
7. Fill in your Apple ID and Password (you must create a new Apple ID; don't use your old Apple ID)
8. Create and answer your secret question
9. Select NONE for Payment Method
10. Fill in Billing Address
11. Submit application for new Apple ID
12. Wait for verification email
13. When email arrive, verify your account
14. Start downloading your free apps -
Every time I try and download a FREE app it tells me put in my payment method and when I do says can't be accepted

If not then you will be required to give payment details before you can download anything. If you only want to download free items then those instructions should let you to create a new account with 'none' as the payment option e.g. if currently logged into an account then log out of it, then find a free app in the store and 'buy' it - you should be able to create a new account as part of the 'buying' process. -

If you have a credit card on file on top of your gift card then it is asking you to confirm the security code for the card, which for a Visa or MasterCard is 3 digits located on the back, or AMEX has 4 digits on the front. This happens just to ensure that you are the account holder, and would happen from time to time whether it was a free or paid app, even if you have a credit through your gift card. This doesn't mean that your credit card will be charged.

Try to go to Settings and then Store. Tap to your Apple ID and select View Apple ID. Now choose to check your payment information and when you're done tap Done. I had to rewrite my three digit code of the credit card and now it works.
Oh, I also activated Genius for Apps but I don't think it makes any difference. -

When you post for help, please tell us which MacOS X you have installed.
Install the appropriate combo update ...
For v10.6 Snow Leopard > Mac OS X 10.6.8 Update Combo v1.1
For v10.7 Lion > OS X Lion Update 10.7.3 (Client Combo)
Then restart your Mac. That will reinstall the App Store for you.
See if you can download an app. -
