I have changed my password several times, but it keeps telling me the same thing. I have logged into the apstore with it and it does it without botther. Pleas I need help

I subscribed to itunes match. I have it working on my iphone but can't get it to work on my ipad. I did the same exact steps that I did for my iphone but when i try to turn it on it keeps telling me I am not subscribed and to subscribe through itunes on my PC. When I am in itunes on my PC I can see that my ipad is not authorized with that account and do not know if that is the problem. If so how do I authorize my ipad? If it is a POP account, there could be an issue with the outgoing server setting. It will not hurt to check this and make sure. Make sure that your username and password are in there.
Settings>Mail, Contacts, Calendars>Your email account>Account>Outgoing mail server - tap the server name next to SMTP and check in the primary server and make sure your username and password are entered and correct - even if it says that the password is optional.

You can not merge accounts.
Apps are tied to the Apple ID used to download them, you can not transfer them.

Have you tried restarting the phone? Hold both Home and Power buttons down until Apple logo appears and phone "reboots".
And have you tried resetting Network Settings?
Settings => General => Reset => Reset Network Settings
You will have to re-enter Wifi Passwords but it might help you get to a more solid connection on your phone.

Region Changes are specific to: Country/Regions
Unless you are out of your specific Country/Region; iTunes will detect your WAN IP Address as being in your original defualt region..
