When I try to download an app, the billing settings appears and when I type in my billing information it tells me my payment method was declined.

I'm trying to download a FREE app, and when I do, it:
1. Tells me to sign in (what it usually does)
2.  Takes me to Account Settings [Payment Method], and in red letters it reads:  There's a billing problem with a previous purchase.  Please update your payment method.
So I type in everything correctly, and I make sure over and over again (and I've retried the whole process multiple times).  Then it stays on the same page and in red letters read:
Your payment method was declined.
Please enter another payment method.
I check my debit card account and it is fine and it has money in it, and i've been using that same debit card for my apple account for a while now.

Either add a payment method that iTunes accept or contact iTunes about using the method that you think is valid.
