You need to contact Apple to get the questions reset. Click here, phone them, and ask for the Account Security team, or fill out and submit this form.
Whichever method you use, you probably won't get a response until the 26th. If you absolutely must make a purchase before then, create a new Apple ID; you won't be able to transfer previous purchases or iTunes Store credit to it.

I understand that your App Store does not show your app updates. Please follow the steps below to help resolve the issue.
1. Close All Apps on iPad: http://support.apple.com/kb/ht5137
2. Sign out of iTunes & App Stores: Settings > iTunes & App Stores > Tap AppleID > Sign out
3. Reset All Settings: Settings > General > Reset > Reset All Settings
4. Reboot iPad
5. Sign back into iTunes and App Stores: Settings > iTunes & App Stores > Sign In with AppleID

THIS WAS COPIED FROM A THREAD THAT WORKED FOR ME SO I CAN'T TAKE THE CREDIT
Open notepad as administrator, and direct yourself to:
C:\Windows\System32\Drivers\etc
open the "Hosts" file:
note the "127.0.0.1 gs.apple.com" portion near the bottom. your hosts may be different, and if so, then look for that part specifically. the problem for me, lied within the fact that just before the "127.0.0.1 gs.apple.com" part, there originally was no hash(#) with the space like the rest of the hosts file. This was all I had to fix. After editing and then SAVING the hosts file in notepad I restarted iTunes and the update went through without a hitch!
so if you do not see the hash and space before the "127.0.0.1 gs.apple.com" part, all you have to do is put the #, and then press tab! I hope this works for some of you guys! So just to be clear, that particular line in the file should look like:
# 127.0.0.1 gs.apple.com

It's something to do with the main user account (not iTunes account) on my Mac because I logged in with another account and it downloaded fine, I installed it on the HDD and even though the date in App Store was 16th October 2014, it is the full installer of 10.10.2.
To try to resolve this problem, I have copied the installer app elsewhere and deleted it but App Store still will not allow me to download it with my main user account yet just allowed me to update iTunes.

Unfortunately you've discovered too late how important it is to maintain an up-to-date backup of your iTunes library (and all other data of value). You could, before wiping the drive, have considered making use of a commercial data recovery service that could (albeit at considerable cost) have extracted your library from the hard disk, even if virus infected.
In the absence of that option, you will need to restore the content of your library from its original sources:
Depending on your location, you may be able to re-download any iTunes Store purchases that are still available on the Store
Likewise, most digital purchases from Amazon (including auto-rip copies of purchased CDs) should be available from the Amazon Cloud and via the Amazon Music application - the same may be true of other commercial sources for digital downloads

The specific situation that you describe regarding the music imported from your friend's external HDD suggests that either the source is badly organized and/or originates from a source other than iTunes (other media players may use alternative tags for information like artist, title, album, etc. that are not wholly consistent with how iTunes handle these). The steps in the second box are a guide to removing everything related to iTunes and then rebuilding it which is often a good starting point unless the symptoms indicate a more specific approach. Review the other boxes and the list of support documents further down page in case one of them applies.
Your library should be unaffected by these steps but there is backup and recovery advice elsewhere in the user tip.

Try a couple of different things. Start by resetting your iPad. Hold down on the sleep and home buttons at the same time for about 10 seconds until the Apple logo appears on the screen and then let go of the buttons.
If you can't download Pages then, sign out of your ID, restart the iPad, sign in again and try the download again. Settings>iTunes & App Store. Tap on your ID and sign out. Restart the iPad.
Restart the iPad by holding down on the sleep button until the red slider appears and then slide to shut off. To power up hold the sleep button until the Apple logo appears and let go of the button.
Go back to Settings>iTunes & App Store. Sign in and them try to download Pages again.

What country are you from?
1009 usually means your IP address originates in a country that does not have access to an App store.
