Thank you for providing the details of the issue you are experiencing with the in-app purchase for GarageBand.
The first thing I recommend is quitting and relaunching the applications on your iPhone:
Double-click the Home button.
Swipe left or right until you have located the app you wish to close.
Swipe the app up to close it.

If you are still seeing the same issue after quitting and relaunching the GarageBand app, I recommend restarting your phone and then resetting if it's still not working:
Restarting your device
Press and hold the Sleep/Wake button for a few seconds until the red "slide to power off" slider appears, and then slide the slider.
Press and hold the Sleep/Wake button until the Apple logo appears.
Note: Reset your device only if you are unable to restart it.

Press and hold the Sleep/Wake button and the Home button together for at least ten seconds, until the Apple logo appears.

If you have a credit card on file on top of your gift card then it is asking you to confirm the security code for the card, which for a Visa or MasterCard is 3 digits located on the back, or AMEX has 4 digits on the front. This happens just to ensure that you are the account holder, and would happen from time to time whether it was a free or paid app, even if you have a credit through your gift card. This doesn't mean that your credit card will be charged.

You normally need to provide some sort of payment method (in part as proof of residence in the country) before you can get even the free apps. It is possible to set up a new iTunes Store account just for free apps, but you have to create a new Apple ID; you cannot use an existing one. If you want to do that, take a look here:

Read the steps carefully as the order in which you follow them is critical. Note again that you can do this only when creating a new Apple ID. You cannot use an existing ID.
You will of course not be able to get anything other than the free content without entering in some sort of payment method (credit card, prepaid iTunes card, gift certificate, etc.)

The password prompt is supplied by the operating system, and is intended to protect you from accidentally installing software. You will get this prompt for any installation outside the App Store context.
If you do not need to enter a username or password when starting your computer, you can probably just leave the password field blank when acknowledging this prompt.

Try to go to Settings and then Store. Tap to your Apple ID and select View Apple ID. Now choose to check your payment information and when you're done tap Done. I had to rewrite my three digit code of the credit card and now it works.
Oh, I also activated Genius for Apps but I don't think it makes any difference.

That indicates that you have apps that need updating that were purchased with the account that comes up. When you have apps that need updating that were purchased from more than one account you have to update them one at a time until all the remaining apps were purchased by one account.
You have to log into the account that purchased an app in order to update it.

Problem when I try to download the IOS4 for my iPod Touch 2G

I am from Bella Vista, Buenos Aires, Argentina and I have the following problem:
I have an iPod Touch 2G, I installed the lastestversion of iTunes and every time i connect my device to my pc via usb, iTunes opens and a window apears telling to me that I can update it to IOS 4.0. I clic on Only Download (I want to download the new firmware and update later).
The download starts correctly, but in the middle of the download a error message appears. The window says that a problem occurred with the download, try again later. Error number: 9006 (Unknown).
Questions:
a)- if this error occurs in the middle of the download... Why does not iTunes prompt me an option to continue the current download when I try to do it the next time? (I have to start a new download again when I try to download the firmware again. The firmware size is 300 mb. The error window only shows me an OK button and the transfer is interrupted. When I try to download the firmware again, the download should continue from the part where was interrupted, no start all again. Apple should fix this issue). I have to tell you that I tried several times downloading the firmware and I always got this error window and I really HATE it. Please, gime me a solution for my problem and try to fix the issue that I showed above. (When I'm downloading a firmware version from iTunes and the download is interrupted by a "X" problem or error, when I try to download it again, the download should continue from the part where it was interrupted, no start all again). If an error occurs with the download and we want to try again, the download MUST continue from the part where was interrupted, no start all again. We have to protest for it. Please, Apple Inc, try to fix it. It's very easy to do. If I am downloading a firmware version from iTunes and an error occurs with the download , you should put a button that reads "Continue the download from the interrupted part", no only a "OK" button that finishes the download and I have to start all again when I want to retry. Solve it, please.

Are you downloading iTunes form an Apple website or somewhere else? If the answer is somewhere else, try downloading it from Apple. Click on iTunes in the black menu bar above and go from there.
