When i try to make a purchase, itunes keeps telling me to verify my billing information

whenever i try to make a purchase on itunes, it tells me i have to verify my billing information. I went to my account and made sure all of the information was correct and it still is saying i have to verify my billing information

I finally just went to my iPhone 4S and it downloaded just fine. This is a solution? I think NOT!

From the menu bar click Store / View My Account
Click the Edit button next to: Edit Payment Information
You can edit your billing information there.

Apps and music are forever tied to the Apple ID under which they were purchased. If you don't want to continue to get that message, delete the apps and purchase them again with your new Apple ID.

Depending on why it's been disabled you might be able to re-enable it via this page : http://appleid.apple.com, then 'reset your password'
You might then need to log out of your account on your phone by tapping on your id in Settings > iTunes & App Store and then log back in so as to 'refresh' the account on it.
If that doesn't fix it then contact iTunes Support : http://www.apple.com/support/itunes/contact/ - click on Contact iTunes Store Support on the right-hand side of the page
