When I try to sign in to iCloud it says it needs to be verified by a different email. But no email is being sent to this email address. Why not?

I keep trying to sign in and it keeps saying "Check your email at ***********.com for instructions to verify this account." But there is no email or message being received at this email address. I really want to use iCloud and I'm not understanding why this is not working. I'm thinking there needs to be another email sent but I am just not aware of how to send it. Please help me.

You must have had another apple ID at some stage with its own password and it is that ID that must e the primary or rescure email address for the ID.  Go to appleid.apple.com and then to manage ID and see if you can't sort it there
