When i try to use firefox the browser wouldnt let me surf the web and it doesnt say any error it just says done loading but other browsers will let me use the web

You may be having a problem with some Firefox add-on that is hindering your Firefox's normal behavior. Have you tried disabling all add-ons (just to check), to see if Firefox goes back to normal?
Whenever you have a problem with Firefox, whatever it is, you should make sure it's not coming from one of your installed add-ons, be it an extension, a theme or a plugin. To do that easily and cleanly, run Firefox in [http://support.mozilla.com/en-US/kb/Safe+Mode safe mode] and select ''Disable all add-ons''. If the problem disappears, you know it's from an add-on. Disable them all in normal mode, and enable them one at a time until you find the source of the problem. The downloader is a self-extracting archive and should not need or use 7-zip. I have 7-zip installed on my system and it does not interfere with nor is it used in the Firefox install process. Hopefully, you have not set the downloading of .exe files to be associated with 7-zip.

Yesterday, all was well when I was running FF on Windows 7. After the upgrade to Windows 8 Pro, Firefox failed. I upgraded again to Windows 8.1, hoping for the best, but it's the same problem.
I have walked through the firewall issue, several times (the only one running is Windows' built-in firewall). I eventually uninstalled Firefox, including all my custom settings, and reinstalled from scratch, twice. And even this pure, clean version of Firefox will not connect to the internet.
I'm a computer-literate web developer and would be happy to look at log files, or run some tool (Fiddler?) to see what's happening at a low level, if only I knew where to look.

mm... That just about sums up my thought on reading your question. Rather odd this one. I will list some brief ideas and number them to make them easier to refer to or comment on.
Obviously this does not affect all Firefox 27 on Windows 8. It must be something fairly specific to your setup. I have no idea what your problem is and you have tried some of the obvious troubleshooting steps.
Rather a general shotgun approach but the best I can do is suggest this list

We have gone on our comp after a while and tried to open Firefox . When we do we get a message "Firefox is running close app or restart comp . " Now the thing is I was on it earlier and closed it with the close button . Then say checked mail , or looked at pictures on my comp . Then I would want to use the browser again and when I tried to access it I get that message . Rest assured it had been closed . This issue did not happen until I downloaded Firefox4 . Firefox won't load any internet pages, but different browsers, both Chrome and Explorer work, I havent tried others. I've un-installed, changed the name of the folder of the plug-ins that were left so it wouldn't recognize them, then re-installed nothing happened. I've checeked for viruses, proxies, and i'm pretty sure its not a firewall, I think we only have one and I checked it, plus there is no prompt asking me if I want to allow firefox to access the internet. It won't run in safe mode, so its not any add-ons, clearing the cache didn't do anything either. Its also not in offline mode. What else could it be?

That indicates that you have apps that need updating that were purchased with the account that comes up. When you have apps that need updating that were purchased from more than one account you have to update them one at a time until all the remaining apps were purchased by one account.
You have to log into the account that purchased an app in order to update it.

I have sometimes seen Firefox give such a message, and do not know the reason for this. As you mention Internet Explorer I assume you are using a Windows machine.
Try using task manager to stop the firefox program.
Shortcut keys [Ctrl][alt][del] in XP, all pressed together will get task manager.
Another method is in Start -> Run keying in the command "Taskmgr" and hit Return
Once TaskManager is showing click the process tab and look for "firefox.exe", right click on it and use "end process" that should stop Firefox without you needing to restart the computer.

As I own a Computer company I am fairly computer literate but cannot find a plugin that allows this to work in Firefox.... but I would have expected it to work in the new Firefox :(
