When I type a quote in code dreamweaver prints two

I have wasted an hour searching for this to no avail.  I cannot be the only person that is having this problem.  In Dreamweaver CS5.5 when I type a single quote or double quote in a tag it automatically doubles that quote and places my cursor between the two.  I have been coding for years and when I want two quotes, I type them both.  It is really driving me crazy.  I previously used Dreamweaver CS4 and it did not have this behavior.  I have scoured the menus trying to find an option to disable this but have not been able to find it.  Can someone please point me in the right direction?

Sure.  I am using Windows 7 64-bit Enterprise Ultimate.  I am writing CFML.  Here is an example.  I type:
#IIF(this LT that,"
and that quote gets automatically doubled.  The same is true for every function I have tried
#NumberFormat(mynumber,"
That quote gets automatically doubled as well.  There are times when it does NOT double the quote though.  Like tag attributes:
<cfset myvar="
It does not double that quote.  It behaves similarly in javascript:
function foo(bar,"
That quote gets doubled.
