You can contact iTunes support and ask them to remove the amount.

If you are referring the Master Password that can be set in System Preferences>Security>FileVault, then see this thread:

As explained there, and for obvious security reasons, a new master password created in this fashion way will not unlock any pre-existing FileVault accounts. Resetting the master password is therefore only useful after you turn off FileVault in all existing accounts. You can then turn FileVault back on after the new master password is in place.

It's strange because I can change my AppleID country without this message.
So what to do? Just try to do this again, but on another device. You may also erase cookies and history of your browser.

Open the App Store app, go to the Featured pane, swipe to the bottom, tap the Apple ID and sign out. Tap again and sign in with the Apple ID of your choosing.

Hello, thank you for your prompt answer. I did have an idea that Home sharing might be the answer but could not quite figure out how to do it. I have enabled home sharing in my iTunes account, put in username and password, clicked on creat etc. But the homs sharing icon doew not appear in the left side of iTunes. So I got stuck. In that case the procedure assuming it is a PAYG phone is to get an o2 PAYG sim, put £20 on it and then make a few calls making sure you leave £15 on the sim to pay for the unlock. Then there is an online unlock request form on the o2 site just fill this in. It takes between 1-14 days and you get a message from o2 telling you how to complete the official unlock through iTunes.
I got my o2 unlock in nov 09 so this is not just opinion.

Hi David,
Open the start menu, then select Control Panel in the right hand column. Open the Programs and Features section, type Apple in the search box at top right. You need to uninstall the components in the order suggested in the user tip.
Once all have been uninstalled reboot and use Windows Explorer to locate the named folders and delete them. Then reinstall.
