When I was installing Adobe Flash Player my MacBook said I had to close Safari but it was closed. How do I close it properly?

What am I doing wrong?

HOW are you closing Safari? 
I had the exact same problem.  I would "X" out and I thought it was closed, but it wasn't.  I found that, after I "X"d out of Safari, I needed to go up to the very top banner, next to the apple icon on the far left (it should say "Safari" next to it), click on Safari and, at the very bottom of the list, click on "Quit Safari".
Then, go ahead and complete the down-loading.

    I have followed the instructions from the Adobe site, The installation process completes. I click "FInish"
    I get taken to the Adobe website, http://get.adobe.com/flashplayer/completion/aih/?exitcode=0&type=install where I am told the installation is complete.
    I restart the computere just in case, go to YOuTube and blam. You need the latest version of Flash Player error shows up again to complete my frustrating loop.
    Under Applications on my Hard Drive, I have: AdobeFlashPlayerInstaller_11_ltrosxd_aaa_aih.dmg
    When I look at my downloads folder, I find Wccb63Gg.dmg.part
    I don't know what to do. I don't seem to have the same file name as others on this site for the download. and I can't find it anywhere.

    You need to close the Safari process, not only the browser window.
    If you don't know how to do that, restart your Mac, then run the downloaded installer before doing anything else.

    What browser are you using? So you have a website pulled up and it is a full screen flash player trying to play or is it a area of the page with a player claiming on the player to install flash?

    1. Test your Flash Player for versions to make sure nothing happened with that link. If Adobe's Flash Player test through this link says your player is working and up to date then,,,
    2. Check your add-ons or extensions, depending on the browser for what they are called. Make sure Flash Player extensions are enabled. That allows it to play within a webpage.
    3. Check your Flash Player settings itself. There are settings where you restrict, approve, and so on in different ways. The link I shared with help guide you.
    4. Check parental settings. My son plays on this parental control software that always restricts the Flash Player with his games, or videos on Disney, Nick, and other channel websites.
    5.I used to have a computer that claimed this all the time. It drove me crazy. I found out for that computer that it did not like an update so I uninstalled and reinstalled flash player. I made sure the Adobe page showing the Flash Player was reinstalled correctly came up, then closed all my browser pages, then reopened to make sure not permission spot popped up to ok for future use.

    If that requirement is significant that these flash players require 128MB of vram then I suppose this whole thing is an academic exercise with you having only 64MB.  Perhaps you can hunt down a version 10.x of the Adobe Flash installer (not sure where) but again whether that will work with lion is yet another question.  So you may be between a rock and a hard place trying to use flash with lion.
    I believe Chrome has flash support buillt in so maybe you should try that when needing to play flash videos.
