When iPhoto imports both from Photostream and USB sync, how to select 'remove from iphone' source and avoid duplicates?

Through observation, it appears/feels like Photostream is not only sync'ing as its own stream but (contrary to what I'd thought before) is also importing into my local iPhoto library.  Is this correct?  And yet, if I want to free up storage on my iPhone, I have found that the easiest, surest way is to sync by USB, select Import, and then Remove from Phone when it's done.  The confusion I have here, however, is that it seems that only the photos actually imported by USB sync are candidates for removal from my phone.
If I have 500 photos, and let's say 200 photos have been photostream syncd, so when I go to Import, I select "Don't import duplicates" at the prompt, I think after Remove from Phone, I'll be left with 300 photos sitting on my iPhone.
Is this all correct? What's the best/right way to do it so I never lose a photo or video and also don't clutter up my iPhoto?
Thanks

Regarding iPhoto "also importing into my local iPhoto library" -- that is up to you and is controlled by a setting in the menu  iPhoto > Preferences > iCloud > Automatic Import.
I have used both Photo Stream and the USB import method and find it easier to not use Photo Stream and just periodically do the USB import and immediately delete from the Camera Roll.
Another option you may want to look at, if you just want to delete a number of pictures already imported in the past is Image Capture. It allows you to select photos on the phone (previously imported or not) and delete them without importing if desired.
