Are you referring to the use of either a new or refurbished phone as a warranty replacement? That is spelled out in the warranty, and is common practice in the electronics industry world-wide. A refurbished unit has been repaired/reconditioned and fully tested by the factory, and carries the same warranty as a new unit. I have yet to see a refurbished Apple product that did not look almost brand new with the complete packaging and instruction materials. Most refurbished units are customer returns because they changed their mind. These units go back to the factory for testing and cleanup, but cannot be sold as new even if they weren't used.
Or, are you saying that you expect your phone to be repaired instead of getting a replacement phone? I am not aware of any company that sends phones back to the factory for repair and makes you wait for the work to be completed. You always get a replacement phone instead.

My first iPad charger was handled with some roughness, so as such I never argued when I was told I had to pay to replace it when it tore. However, now the the second one tore in less than 6 months, and I found a number of other people with this problem, I wondered if apple would replace it free. My new cable was handled with care and I even added an old pen spring to avoid this happening again.

There's only one way to find out what Apple might do in your case. Make an appointment at an Apple Store to have your device examined by a technician. Or contact Apple Support.
I will say though that I've had two iPads and an iPhone and my wife also has an iPhone. Total use time is 6-7 years and we've never had a cable tear or fail.

wow i dont know who you are getting your phone "fixed" through but its not apple.
Apple does not charge prices like that.
If you got it 1 year ago in september, the hardware warranty has expired by now unless you had your device covered by applecare insurance.
and if it WERE covered by limited hardware warranty, an obvious hardware issue like the power button not working is covered under the warranty UNLESS it was due to accidental damage.
So if you paid 198 dollars, chances are its because you dropped your phone and thats why the button was not working,.
..and even then, the iphone 4 out of warranty/accidental damage replacement fee is 149. not 198.

I have difficulty charging my iphone 5. The nearest service center said that there are missing pins in my lightning connector.

My phone is still under warranty but the service center said that it is voided due to the missing pins inside the lightning connector. What do i do with this? Well, your service is handled by an Authorized Apple Service Center. If they refuse to handle the claim, that is well within their rights. Apple as well could void a claim under the same circumstances. I'm not saying that you did or did not modify the device, but you could try and talk to a supervisor there and make another request. I think I am following -- I was able to upload to my iPhoto and all photos and videos are there that is a plus! I tried to create an Event in my iPhoto and put all of my photos in that event but for some reason, now my iTunes it not recognizing that Event in my iPhoto. It is not allowing me to import just that event at the moment but I may be doing something wrong. At least all of my pics and vids are in iPhoto so that is a plus and I know they are at least saved somewhere. Just for some reason, my iTunes it not locating the event that I created with only those photos.

Regarding your broken, previously authorized computer, here's how that works:
You would authorize your new computer -- maybe you've done that already. Then you will have two computers authorized. Apple allows you to have up to five computers authorized at any time. If you get to five, you can then go to your account details in iTunes and remove all authorizations.
Bear in mind this is not saying you can synch to more tham one library. Razmee209 and gdgmacguy's comments above are correct. But if Apple only allowed you to authorize one computer at a time, then having a broken computer would mean you could no longer use your Apple ID with iTunes.
