In some cases when other users have had this issue, following the steps in this Knowledge Base article for applications not performing as expected has helped:

Particularly:
If an app doesn't respond to your input, or doesn't perform as expected, do the following, testing after each step:
Check for app updates.
Force the app to close.
Restart your device.
Update your iOS device.

Providing you are simply updating your existing details and not changing to another account, when you delete your account, all the data that is synced with iCloud will also be deleted from the device (but not from iCloud), but will be synced back to your device when you login again.

Can't Accept NEW terms and condition for iCloud
I updated my phone the other day, and it asked me to agree to NEW iCloud Terms and Conditions. I went to the terms and conditions and clicked on in. a screen came up saying "unable to connect to Server" So I waited a while, reset my router, logged into Icloud on line. Still "unable to connect to server" So then I tried to erase phone and restore. Can't do that because "find my phone" is turned on in iCloud , which I cannot access on my phone untill I accept Terms and conditions. It's a vicious circle of frustration!! HELP!!

ThanksI've tried all the tricks, Now it says I cannot turn off "Find my Phone" becasuse their was a problem deregistering this phone. I can't erase and start over without turning this off. I cannot access anything in iCloud from my phone. I would accept the terms but I can't ...HELP!!

I just figured out the problem with my grandma's iphone.
Settings>iCloud>Delete Account
IT WILL NOT DELETE YOUR ACCOUNT. it just takes it off the phone. then you can log back in, and BAM, You're good I hope!

If it says 'Open' in the App Store, then it's on your device. What happens when you press the 'Open' button in the App Store?
The App is on your phone, somewhere. Use Spotlight to find it, or you can reset your Home Screen layout, and then you'll definitely find it. -

Try download the Find My Friends app and signing in to accept the terms and conditions there.

I made the update to IOS 7.0.3 and now icloud don't stop to open a box saying that i have to accept new terms and conditions , but when i click on the link, there is a message error "connection to server failed". So my icloud didn't works...

Apple is not letting me "agree" to their new terms and conditions. It's "temporarily unable to be processed" for days now. Any suggestions?

I updated the new iOS 7 on my iPhone 4s, i had changed my icloud and apple id a couple months ago, but to change anything on the iCloud settings you have to accept the terms and conditions (new) but everytime i try to it says "cannot connect to server" or something along those lines. is it just my phone? what should i do? someone help!

A few months ago I'd updated my apple ID to my new email address and it had worked fine. Now, my old email is my Apple ID and it won't let me rest it (my DOB is apparently wrong and there is no email address it's now connected to). My iTunes is connected to the correct account but the iCloud ID is still the wrong one.
I've tried the 'find my friends' app and it gave me new T&C's but still, the old apple ID
I've tried the restrictions, but that didn't work either
I can't restore the phone until 'find my iPhone' is off, but I can't log in to do that
IT'S LIKE A TERRIBLE CYCLE OF STUPIDNESS
Can anyone suggest anything before I thrrow this stupid phone at the wall?? -

HT4528 getting popup need to review new terms and conditions for icloud on the iPhone 5s
Getting a pop up when Iphone is activated that there are new icloud terms and conditions usually happens back to back and if on for a few minutes it pops back up. Gives options to view terms or not now. IF view now is selected it takes me to icloud settings but no way to view terms. Need to figure out what is happening and how to clear from phone. Getting a verification error when trying to get into the apps,
I also have Jolly's problem. I found the iMovie 9.0.9 folder and tried to launch the older version of iMove. It would not launch. I removed all of the iMovie preferences from the Preferences folder, removed iMove 10 from the applications folder, and restarted my Mac. iMove 9.0.9 still won't launch and I can't access my videos created with the older version of iMovie. Is there a way to uninstall iMovie 10 and reinstall iMovie 9.0.9?
I am running Yosemitie on a iMac.

For this you have to also customize the AppsLocalLogout.jsp.
Following are the steps in brief
===================
1. Copy AppsLocalLogin.jsp to XXXAppsLocalLogin.jsp
2. Copy AppsLocalLogout.jsp to XXXAppsLocalLogout.jsp
3. Copy the OALogout.jsp to XXXOALogout.jsp
3. Copy the SSOAccessEnabler.class to XXXSSOAccessEnabler.class ( In your new java add XXXAppsLocalLogin.jsp and XXXAppsLocalLogout.jsp too)
4. Use XXXSSOAccessEnabler class in your XXXAppsLocalLogin.jsp in place of SSOAccessEnabler class
5. You may need to copy the SSOUtil.class too.
6. For logout you can use XXXOALogout.jsp for Logout function and in XXXOALogout.jsp you have to write logic to redirect XXXAppsLocalLogout.jsp.
