When trying to make an in app purchase i get a message to contact itunes customer service to complete this transaction

Contacted itunes customer service on the phone (waste). They told me to use the fast lane on line. Any ideas how to fix whatever my problem is.

When I called they said I have to email tech support and will get help with in 48 hours then sent me a link to what they call Express lane which i guess is tech support. The problem Im having is the in app purchase Im trying to make is a 20% OFF deal and a limitted item for today only
