What else did you expect? If you are a Verizon customer in good standing, you can get the SIM slot unlocked. It will work on any GSM network outside of the U.S. If you're not, then there is nothing you can do other than buy a phone you can use.

If the phone is already associated with a service provider then it is locked to the provider. Contact them about unlocking your phone.

As is stated on this forum many times a day, Apple cannot unlock an iPhone without the authority of the network to which it is locked.
You need to contact the network in Japan that your iPhone is locked to and ask them if they allow unlocking of their phones, and if so, what the process is.
If they allow it, they will send the unlocking authorisation to Apple and the unlock will be done via iTunes.
Again... Apple cannot do the unlocking without the network giving them permission.

This is a little late but I thought I'd add my 2 cents because I worked at Verizon. Verizon will not unlock the phone. It is able to work in other countries on the GSM and 4G LTE bands without an unlock but it won't work in the US because...well because the US carriers don't like eachother. I believe the ATT and Tmobile iPhones are able to be unlocked for use with other carriers within the US.

These business practices we practice in the US need to stop, their is a demand that needs to be met with consumers like myself who don't need subsidized iPhone's with 2 year contracts with carriers and don't mine paying full price for an unlocked one, it is unethical in a sense, forcing the customer to buy it with a carrier contract and NOT giving the customer the option to buy it full price and own it themselves, OR, making the consumer wait a month for that option to be available. I understand your frustration, but when any form of rationing is required you have to prioritise. The number of unlocked vs packaged phones will be quite small and the number of unlocked buyers wishing to upgrade immediately will be smaller still. Against this you have the corporations sharing $billions between them.
It would, you're correct, have been fairer to release all at the same time, but fairer doesn't come into it: it's business.

Well, you've got a real mess on your hands with no easy solution. See, you're gonna have to go back to Spain to activate your phone on Orange's network, then request Orange to unlock it. You won't be able to do anything with that phone but use it as a paperweight until you do so. And no, Apple can't help you, nor can anyone here. Good luck.
