When will I get 20Mbps ?

Question

My exchange in Glasgow (Western) got 21CN WBC on 30/04/2008.
I understand that this enables ADSL2 technology and the higher broadband speed of up to 20 Mbps. I do not therefore understand why I am told my contractual connection speed is limited to up to 8 Mbps.
In fact I only get 3.4 Mbps.  According to the Speedtest results this is under half the Glasgow area average and much less than the UK average of 10.98 Mbps.
Is it possible that some simple protocol needs to be implemented for me to receive the service speed I was led to believe I would get? I am, after all, paying the same as other people who are getting these faster speeds.
