When Will iTunes U be Available for Commercial Training?

Question

With full understanding the current (as of Dec 2012) iTunes U policy allows for only:
"K-12 school districts, universities, and colleges in 26 countries can enroll in iTunes U to distribute courses and collections of education content that anyone can access."
When will iTunes U (or, something similar) be available for
Commercial Training purposes?!?!?!?
As an All-Apple educator/trainer/author/speaker...I know there are many, many, many of us who would put iTunes U-like resources to immediate use in a commerical-context (of course, assuming content access can be appropriately restricted to authorized users).
WOULD AN AUTHORITATIVE Apple representative please REPLY?
Time-is-of-the-Essence: Many trainers (including myself) are preparing 2013 materials...some of us want to use iTunes-U...we would gladly create valuable content on the platform...OR—we're going to have to go the Kindle-route...and make this year+ spanning election quite soon.

We are all just fellow users here and have no insights into Apple's future plans for iTunes U. I've seen nothing to indicate that they plan to open it up to commercial usage, but nothing is impossible. The best way to submit comments to Apple is via their feedback pages:
