When you design an advert, do you do this in PS or ID?

Sorry for the long-winded thread title...
I've made up my first advert, a quarter page affair for an A5 booklet, but I'm wondering if I should have done it in photoshop or some other program.
I created it in ID, saved it, then brought it back in as a place item.
Reason I ask is that at 50% viewing, the text is highly pixelated.  However, when I print, the advert comes out very well.
Thoughts and direction if you can, please.

The simple answer is that InDesign (or Illustrator in some cases) is the tool for ad layout, not Photoshop. Photoshop is for image manipluation, not text layout.
Perfectly normal that adverts will be repurposed for different purposes at the same size.
Creating 1 advert that is placed into another file is perfectly fine.
Sometimes you need to reuse that advert - so having 1 copy that can update 2 or more files simultaneously is preferred.
If the advert won't be repurposed I see no realy purpose for using File>Place - other than to have a standalone copy for editing for whatever reason.
But I create a lot of adverts that appear as repeats or "fillers" and then use file place.
Another fine reason for this is Style Clashes.
I use a Style structure of
Title
Heading 1
Headng 2
Heading 3
Body Text
Body Bullet L1
Body Bullet L2
Body Bullet L3
Body Indent L1
Body Indent L2
Body Indent L3
Table Heading
Table Bullet L1
... L2
...L3
etc.
And sometimes copying and pasting previous artwork confuses indesign and it uses the current document styles.
To avoid that - I put the Styles into another folder before copying and pasting.
But lots of good reasons to use a separate file for creating adverts to be placed back into InDesign.
I do it all the time.
