If you still haven't received the email from Apple, you can sign in to My Apple ID (appleid.apple.com) to resend your rescue email address.
To resend your verification email, click on Password & Security. Then, click the Resend link located in the Rescue Email Address section.

Get a secondary email from a service like Google or Yahoo (something that is not going to disappear like an ISP one might if you change services).
Add it to the Apple ID page.

But I can tell you that you will need to call Apple to get this taken care of unless you have a recovery email adress on your account.

iTunes wont let me download any music and I have over $20 on my account. It says I need to answer my security questions but I don't know the answers. When I try to send an email to the rescue email, it doesn't work. It says the email starts with an "h" but none of my emails start with an "h". I also don't know how to edit the email. Someone please help!
You need to ask Apple to reset your security questions; this can be done by clicking here and picking a method, or if your country isn't listed, filling out and submitting this form.
They wouldn't be security questions if they could be bypassed without Apple verifying your identity.

Go back to the article you asked this question from and ask Apple to reset the security questions. Nobody on these boards can do this for you, and it's not possible to change the rescue email address without having the questions reset.

If the email hasn't arrived after a few hours and isn't in a spam filter, you need to contact Apple. Click here, phone them, and ask for the Account Security team, or fill out and submit this form.

ive changed my security questions but when I try to make a purchase it still asks me to enter my old questions.. Why is that ?
The new questions show on your account on http://appleid.apple.com ? If they do then try logging out and back into your account on your phone (assuming that is where you are trying to purchase from) and see if the new questions then show on it.

How can I reset my security questions even when it doesn't give me the option to send the answers to my email??? I honestly dont even remember doing any security questions. This has just now become an issue since it has stop letting me purchases music on my Mac or IPhone.
To Reset Your Security Questions, You will need to call Apple (0800 048 0408) and Reset them, you'll need for verification access to the apple id web page (myappleid.apple.com) and it will ask for a temporary pin and also a iDevice on hand to recieve a code from Apple in order to reset your security questions

If you have a rescue email address on your account then you will see a reset link on your account : http://support.apple.com/kb/HT6170
If you only have alternate/secondary email addresses on your account then you won't get the reset link, an you won't be able to add a rescue email address until you can answer your questions - you will have to contact Support in your country to get the questions reset.

I deleted my email that I originally signed up with and I recently added my current email, I also need to reset my security questions but I can't because it's stuck on my old email.
Sign out and back into your apple id from Settings>iTunes and App stores>(Your apple ID)>Sign Out and then sign in again with the new address. Close app store from running in the background (or restart the phone if your unsure how to do this). If when trying to update any apps they are still asking for the old apple ID, delete and re-install those apps.
