    You can't block (nor locate) it via the serial number.
    If you had Find My iPod enabled on it then you could try locating it either via http://icloud.com on a computer or Find My iPhone on another device - but that will only work if it's connected to a network and the device hasn't already been wiped and/or Find My iPod disabled on it (if it was on iOS 7 as your tagline suggests then Find My iPod should be harder to disable).
    You've reported it to the police ? You should also change your iTunes account password, your email account passwords, and any passwords that you'd stored on websites/emails/notes etc.

    Only if you had set up FindMyiPod prior to losing it.  If you did, you might be able to locate it via iCloud.  Browse out to https://www.icloud.com/ and log in with your Apple ID and choose Find My IPhone.
    Keep in mind that in order to locate it via Find My IPhone, the device needs to be connected to a nearby Wi-Fi network, and must not have been restored by anybody who might have found it.

    It can only be located if you enabled Find My iPod on it before it was stolen.  It also would have to have be turned on with connection to the internet and still have your iCloud settings intact in order for it to be tracked.  (Unfortunately, criminals often restore them as new devices so they cannot be tracked.)
    If you enabled this before it was stolen, you can try going to icloud.com on your computer to track it as described here: http://help.apple.com/icloud/#mmfc0f2442.

    Lucky you, the only way to get your missing device back is thru a GOOD SAMARITHAN.Remember once the new user puts your device to "ERASE ALL CONTENT AND SETTINGS" and you connect it to your iTunes ,using the new users Apple ID ,everything changes to the new users name,unless you have an Apple Care protection plan which is  registered under that serial #.

    Although someone would surely figure out how to abuse it.

    iPods aren't authorised and deauthorised in the way that computers are. If the iPod is 'associated' with your account (e.g. via automatic downloads, iTunes match, or re-downloading past purchases) then you might be able to disassociate it - but that is not the same as authorising/deauthorising.
    If you had Find My iPod enabled on it then you could try locating and/or sending a 'remote wipe' messag either via http://icloud.com on a computer or Find My iPhone / Find My iPad on another device - but that will only work if it's connected to a network and the device hasn't already been wiped and/or Find My iPod disabled on it.
    If it was stolen then you should report it to the police. You should also change your iTunes account password, your email account passwords, and any passwords that you'd stored on websites/emails/notes etc on it.
