So we're trying to make sure you do the reinstall using a "new good" 11.1.4.62 installer instead of an "old bad".)
Does the install with the new copy of the installer go through properly? If so, does that clear up the error message?

As far as I noticed sqlplusw.exe is NOT part of the standard Oracle Express distribution.

sqlplusw.exe is the old Windows version of the command line sql plus. sqlplusw.exe has been deprecated by Oracle and will eventually be dropped.
The one to use from now on is sqlplus[.exe] and can be installed from the Oracle Client distribution.
Neither are part of the SQL Developer distribution.
I'm not sure what comes with the OE distribution.

When you compile certutil there should be a whole raft of other exe and all the dll files you need. the dll files need to be either in c:\windows\system32 or in the same folder as certutil.exe.

Developer 6i is no longer available for download (at least not that I can find: it is not available in the usual places [e-Delivery, OTN, My Oracle Support]). The only way I can think of that you can get the version you need for Red Hat is to contact Oracle Support and submit a special request for the software or if you know someone that has a copy of the software - ask them to make you a copy.

I have downloaded a number of documents regarding Perfromance enhancements and they frequently talk about the application IEMon.exe to montior front-end Report Execution into a Web Template.
However, I cannot find this application anywhere! I have looked on SAP Marketplace and it's not there, I have looked on Google and cannot find anything but references to it.
Does anyone know whwere I can find it???

This is really strange, anyway try the following
1 - Login SapMarketPlace as you normally do
2 - Modify resulting URL by placing /~sapidb/011000358700001936902003 after .de/ or .com/ of your URL
This should prompt you a pop-up asking wheter Open or Save the ZIP file. Verify security settings does not lock it.
This procedure works at least in IE 7

Then in the main frame select

The patch 09 is not included there, but you will find the latest 3 patches, which are 13, 14 and 15.
Try downloading one of these.
