For $199 Out of Warranty you can get the device replaced.
Or you can find a local repair shop to replace the screen, likely cheaper... Warranty does not cover user damage, which is what caused the screen to crack. The warranty will definitely be void if you get it repaired anywhere other than Apple.

Apple does not replace batteries. Apple will exchange your iPod for a refurbished 4 gen iPod with a new battery for $79 (free if it is still under warranty). Or google for replace iPod battery to find a local store or online shop that will replace the battery in your existing iPod for less. You can even buy a battery on line for $10-20 and do the replacement yourself if you are up to it.

I have looked on Apple's website but unless I am either blind or daft I can't see one. The other day, I brought my two week old iphone 5c to school and I dropped it on concrete. When I picked it up, I just put it in my pocket and kept on walking. when I took it out again, i saw the phone was smashed! i was so upset, since it was brand new and i hadn't even had a chance to really go on it! The crack was HUGE! It's a huge spider web crack that spreads from the top way down to the bottom on the front screen. I was really confused cause my old phone was a crappy cheap little HTC and i had dropped it millions of times, and there isnt a single crack in it. My cracked iPhone is really new, and I payed for half of it! That was all my pocket money i had earned, EVER!!! I sent apple an email, but they just sent a stupid email saying, you cant contact us via email, for more information head to our website, blah blah blah! Seriously, don't they have time just to look at our emails?! Anyway, that you can your screen replaced for free! If anyone knows anything about this, PLEASE comment!!!

The chances of finding a Apple store to replacde just the screen is not very likely. If you get it done by another place it will void your warranty.
Now if you call Apple Care, just ask for a Senior Advisor, they do have the power to grant you a 1 time excetpion to replace your phone. Just don't be a dick, I am have personally replaced before it really just depens on the advisor and a few other things.
They wont replace the screen, they will just replace the phone.
Now with that there a few ways to get it taken care of at that point and they will go over those options.

im not looking for an armband due to fact that they dont fit my arms so im looking for something that i can put/clip on my sweats waist line to hold ipod touch. if i cant find anything then i suppose i can resort to wireless headphones/buds

Venom, I use a Griffin Survivor it's a full case, Note; it is waterproof not watertight-- drop it in the pond and your iPod will get wet. Overall works very well, have knocked the "stuffing" out of it, so far it has protected my iPod 5 from falls, drops (that should have broken the screen more than one time), a 6 year old, rain and snow. Also does a great job of keeping dust, dirt, sweat off the iPod. The belt clip locks shut, or can be opened to clip onto waist band or pocket opening. Fairly heavy spring keeps it in place. An added function the clip can be locked full open and it acts as a stand like a picture frame or you can remove it altogether. If you do decide to get one, get disposable screen protectors, cut then to fit the window of the survivor. the window is plastic and scratches easy. The protector does not interfere with function, when it gets scratched up peel it off and replace with a fresh one. They come in many colors, mine is black and day glow yellow, makes it easy to find! What seems to be unfair is I can buy that motherboard directly from HP in the USA as you saw, but for whatever reason you can't buy it directly from HP in the UK.
I still think you would be better off checking out what related notebooks may be for sale out there on eBay UK.
I buy all my PC's on eBay in used condition for great bargains. I do limit myself to the business PC's and notebooks that HP makes, however.
