my ipad screen is broke. where do i get my ipad fixed since i just purchased it this summer?

The warranty will apply to the country of purchase. And if there is a problem needing repair you have to return it to the country of purchase.

You can buy pre-paid sim card in any cell phone shops and most large grocery stores.
I don't know if you'll find a mico SIM but you can always cut a regular sim card to make it "micro".
GSM is a lot more develpped in Europe and France than here in the US where we have mutliple standards and frequencies that the rest of the civilized world don't use. DSL speeds are way faster than what we get here on DSL or cable. Most TV providers pipe their content thru the phone lines now. Think FIOS but country wide. Phone service has been voip for years. "behind the times" is probably not accurate at least as far as internet/phone service goes....

Where can I get an iPad template since Device Central displays none?

I notice a few others having this problem (not able to access iPad templates). So far, I can't see anyone on this forum able to solve the mystery. What's the go? Regardless of which program I have open in my CS4 suite, Device Central displays no Apple devices whatsoever.

In Device Central CS4 there aren't any Apple profiles, for that you will require CS5.

Where can I get an iPad US 3 pin charger?

There I was in San Francisco airport, happily trying to plug in my iPad charger, but the socket was for a modern US 3 pin plug and the 2 pin plug just kept falling out. Useless.

You can always use a portable surge protector or an extension cord with the 3 prongs. I see many portable surge protectors are including USB ports as well although make sure they are 10 watt or more if you wish to charge a full size iPad with their ports. You should be able to find these at any electronics, hardware or office supply stores.
It has been my experience the extra ground prong may help a little however in most cases it does little to help hold the plug in a worn socket. The extra weight of my Belkin 3-Outlet Mini Surge Protector pretty much defeats any extra grip the extra prong has. I have a single outlet no-name surge protector I believe I picked up at WalMart which is also not much help for a worn out wall outlet. The portable surge protectors are a good solution to help protect your gadgets when traveling and you should probably carry one in your bag any ways.
Best solution I have found for motels I frequent is to report worn outlets to the desk. They know me well at most places I stay and worn sockets are happily replace with in one day. Not sure who you would report one at an airport.

Getting an iMac fixed in Mexico

This is an interesting tale about Apple.
I live in Mexico, Mazatlan to be exact. I have an iMac that I bought in February 2008 just before I moved here. It is broken and there appears there is no way to get it fixed in Mexico. I have tried for a month to find a way to do this with no luck. I have called Apple multiple times. All the phone numbers on the Apple Mexico web site are US toll free numbers. No one I have talked to has a clue how to answer the simple question "Where can I get my iMac fixed in Mexico?"
I can buy a Mac computer from the Apple Mexico online store. I can even buy "Apple care" but there is no where to use that. I can buy a Mac at a local department store. When I ask them "If this breaks where do you get it fixed for me?" and the answer is "I don't know".
I find it remarkable that Apple will sell a product in a country, one of the US's biggest trading partners and a NAFTA member and refuse to support that product. The only suggestion Apple on line support can muster is send it back to the US to be fixed. Pay import duties both ways, custom brokerage fees both ways, shipping both ways - it would cost more than buying a new one.
I have used Mac computers since 1992.
