Where do I go to get a refund or to cancel my iCloud additional storage? I just bought additional storage this afternoon and then found out I can't use it for videos and apps so I now don't need the additional storage. How do I cancel and get a refund?

You can cancel an iCloud storage upgrade within 15 days of buying:
Apple have made this as difficult as possible. However two posters have managed to achieve this. Elizellen was able to use Express Lane to get a refund:

If you have a credit card on your account and no store credit, then it will charge your card in a day or two. As far as I know, there is no way to stop that other than not having the money on the credit card when they try to bill you (be VERY careful if you have any overdraft protection!!!!!). Then, your iTunes account will be locked from purchasing anything until you either update your credit card, or what you wish to do, add a gift card. However, the gift card MUST be equal or HIGHER than your unpaid balance for it to be used, otherwise it just goes into your store credit, but your account remains locked.

Keeping current plan, but downgrading when it ends:
Settings>icloud>Storage & Backup>Change Storage Plan. Look at downgrade options. There you can choose the plan you want when the current one ends. -

How can I connect my iCloud free 5 gig storage to the $25.00 additional storage I purchased from Apple for 25,000 songs? I received messages stating I have used nearly all of my free storage. Are they dfferent storages? I only have one apple id.
Are you sure you didn't buy iTunes Match and not additional storage? I ask because of the 25,000 songs is a specific detail. Try this link and see if it rings any bells (http://www.apple.com/ca/itunes/itunes-match/) I have Match and I love it but one thing it doesn't do is give you more general storage, just access to all your music. If you only wanted the storage for music you will be fine with Match, if you are still needing storage may want to go through your device settings and turn off some apps from your back up to gain more space (Settings>iCloud>Storage and Backup>Manage Storage). Failing that, you may want to contact Apple and let them know you wanted the Storage bump, not iTunes Match.

When I click on support, I am told I need to pay more money to have my question answered. I'm going in circles.Ok I think I know what's going on here. iCloud refunds are not permitted by iTS. This is currently handled by the iOS dept which the purchase is mainly related to.
I guess this would be your iPad. Ok, so when you call AppleCare, by default this is an issue becaue of it being a paid service. However, could you ask to speak to a senior advisor on this in your next call? Explain the situation to them. I could be wrong, but I think due to an iCloud refund issue you may be due an exception here. There's been many iCloud exceptions in the past where a customer did not have to pay for support. Let us know how this goes. -

Has anyone figured out how to actually get a refund for iCloud extra storage? I accidentally purchased too much extra storage. The supports site says "Cancel storage not needed" within 15 days. But there is no instructions on HOW to do that. I have searched for hours for instructions. I did Express Lane Case #s only to have Apple Support "close" these cases with a "resolution" that they told me to visit their support sites. I am in a loop! I have had 3 Case numbers for this with no one giving me the credit refund. I finally was given a phone number. Been on hold so long my cell dropped the call and had to start over...3 times. Of course, all very nice people who took my phone number in case they need to call me back and then never called me when I lost the call. None of them had the security level for refunds so I had to be sent on to the next person and then the next, all with rediculously long hold times. I finally gave up for the night. Tried to "chat" online, but the only option is to "Chat Later" when I feel like trying again. Again, no explanation on why that is the only option showing (too busy, closed for the night?). Is the ploy here for me to realize I already spent more hours of my time than the cost of the error and I'll eventually give up? On this site I did see someone post a refund resolution for MobileMe. Those instructions are not working for iCloud storage canceling. There was no "choice" to click for canceling that I saw.
I did get this resolved the next day. So the solution is to not try to resolve this in the evening, the were understaffed. I called the next day during business hours and had the opposite experience. I got in and was only on hold 5 min. Again the first support person could not give refunds and I was passed on to her supervisor, but again the hold time was reasonable. This person was very easy to work with and she took care of the issue. I explained that it was not completely clear that the cloud is not meant to be backup for all your pc files, thus the reason for so many cancelations once we get it and find out what it cannot store. The online support sites could do a better job telling you that refunds require phone calls (during days hours).
